"We urge the National Nutrition Council formed to manage the P1B fund for hunger mitigation to be both prudent and transparent with its release. We suggest that a comprehensive study and profiling of the country's population be a basis, as to where these benefits should go, to avoid speculations of vote buying. But since a fight against hunger should also be essentially a fight against any form of corruption, we also call on the public to keep a tight watch on its disbursement.

The PhilHealth cards issued during the 2004 elections and the Fertilizer Fund mismanagement on the same period should be enough reason to be cautious and vigilant against hunger funds possible corruption."
