Q: Ano po ang napag-usapan?

PSC: Ganun parin. Concern ng private hospitals na masecure ang payments and inassure namin sila sa batas na ito. Ineemphasize na bawal magdetain ng patients at kailangan magbayad dahil di po libre ang serbisyo. Pero di sila pwede idetain hanggat nakapaglabas ng promissory note na may either guarantor/ mortgage ang pasyente. Ineemphasize din natin na sa pamamagitan ng batas na ito, magkakaroon ng procedure na pareho sa lahat ng mga ospital para hindi na mahirapan ang pasyente at mga ospital. Magkakaron ng standardized na procedure para madali din para sa mga ospital na makasingil. Kapag kulang ang bayad,may promissory note. Sa mga kababayan nating kapos, may palugid din sa pamamagitan ng promissory note, isang katibayan na magbabayad ng utang. Fair lahat at sana magkaisa at marami pang ibang problema patungkol sa ating kalusugan.

Q: Sino- sino ang maaaring maging guarantor?

PSC: Kabilang sa mga proposal ay ang PCSO, PAGCOR, Philhealth- institutional guarantors. In fact, pati porkbarrel ng mga congressman at mga indibidwal na may capacity to pay. Isa pa sa aking mga proposal ang pagpost sa admission section, emergency at cashier ng clear guidelines ng procedure of payment. Para di mahirapan ang mga nagbabayad. Pag- emergency hindi hihingan ng bayad pero pagkatapos ng emergency situation saka magbabayad. Before given a room, dinidiscuss muna if pay patient or charity.

Q: Will the promissory note without a guarantor be honored?

PSC: Sa batas, dapat promissory note with guarantor or mortgage para sa security ng hospital. At the end of the day, mahal magkasakit. Di libre ang gamot, hospital equipment, kahit di ninenegosyo. May bayad ang pagpapatayo ng ospital. Kaya nga ang aking advocacy ay preventive health care.

Q: Can you detain patients without promissory notes?

PSC: No. The Constitution does not allow detention. This law reiterates what is in the Constitution, the right to liberty. RA 9439 provides a procedure. We told hospital owners na bawal magdetain ng patients, pero at least may procedure na through RA 9439para malinaw.

Q: How can we get guarantors?

PSC: Kasama yan sa rules. Siyempre may process kaya may rules, technical working group para maplantsa ito. Sabi ni Sec. Duque, kakausapin nya ang mga heads of this institutions on how they will institute this. Nakakabuti ito because magkakaron ng standard application for medical assistance.

Q: Pano po yan, in reality, we can't get away with those who take advantage?

PSC: No no. It's a matter of political will and character of the Filipino yan. The system cannot work kung inaabuso. Kailangan ang support of every sector- government, legislation, health and the people. Obligation natin pag- ingatan ang ating kalusugan at dapat patas para sa may kakayahan magbayad.

Q: What's your view on the higher budget for health?

PSC: DOH wants 5% of the GDP and currently we are pegged at 2-3%. Also, the sintax collection for Philhealth and other agencies on preventive health care programs has not been released. Andyan pa yung batas nagsasaad ng increase sa sweldo ng mga nurses, na hindi pa naiimplement. I will fight for the increase of the budget on health.
