ANGARA TO DENR: CREATE A NATIONAL
POLICY ON CLIMATE CHANGE

Senator Edgardo J. Angara calls for a national policy on climate change in line with the expiration of the Kyoto Protocol in 2012.

The call was brought forth during the budget deliberation of the Department of Environment and Natural Resources (DENR) at the Senate.

"The government must begin concentrating more on environmental issues such as global warming," Angara said.

"This is not just an environmental issue," says Angara. "Global warming is a worldwide phenomenon that is affecting the environment, the economy and the people." He added that DENR and other concerned agencies must focus on "a long-term policy for the environment."

The Senator is also pushing for the immediate passage of the Renewable Energy Bill. The bill will strengthen and institutionalize current efforts to implement and develop decentralized, area-based and integrated energy program for the promotion, production, commercialization and utilization of renewable energy systems by providing benefits and incentives to entities and stakeholders engaged in the manufacture, distribution and use of new and renewable energy.

Senators Juan Miguel Zubiri and Loren Legarda echo Angara's concern and call for global warming measures through traditional reforestation, clean development projects and a community-based forest program to tap LGU support.

The Kyoto Protocol obliges 36 industrial nations to cut emissions by at least 5% below 1990 levels by 2008 to 2012.

"This national policy must address both short- and long-term consequences of global warming."
