ANGARA SETS CRITERIA FOR REWARDING SUCs WITH GOOD PERFORMANCE, PROGRAMS AND INITIATIVES

Senator Edgardo J. Angara today said that he will reward State Universities and Colleges (SUCs) who will meet the principal criteria he will set for judging their performances.

"These would be my committee's principal criteria for judging the performances of SUCs and in turn rewarding them for good programs and initiatives: (1) collaboration efforts of SUCs with other SUCs and stakeholders, (2) SUCs should have research projects which were translated to commercial products, (3) increased internally generated income to support National Government subsidy, and (4) SUCs must adopt educational technologies," said Angara who chairs Sub-committee C of the Senate Committee on Finance.

He added, "We are entering a new environment brought by the global financial crisis and we should adopt changes in order to cope with this. SUCs should focus their budget on key aspects such as strengthening their faculty, providing greater access through student scholarship, improving laboratories and equipments, and research and development (R&D)."

Angara also urged the SUCs to prioritize their R&D initiatives by refocusing their budget on it. He said R&D would make SUCs more productive and efficient. SUCs should also endeavor to make commercialize their researches to aid transfer of technology.

Through Angara's initiative, the Department of Agriculture (DA) and the Department of Science and Technology (DOST) would augment the research budget of SUCs by farming out their research projects.

DA's PHP2 billion budget for in-house research would be farmed out to SUCs with respective capability and expertise to do agricultural researches. Angara said he would do the same to DOST's research budget once the department's budget gets deliberated.

In the 2008 GAA, Ten (10) SUCs were given extra P5 million for research capability building through Angara's effort.

"Building a strong S&T foundation for the country is necessary if we want to push forward and become competitive on the global stage," Angara noted.
