RE: Creation of Military Service Board For
106,965 claims of Veterans Not Yet Ajudicated

(House Bill 4214 - passed on 3rd reading April 13, 2009)
April 21, 2009 12nn, Tanada Room, Senate

We have to create the Military Service Board No. 3 because there are still 106,965 veterans whose claims must be adjudicated and this is time bound because many of the veterans are already in the sunset of their lives so they must be attended to in so far as benefits are concerned so we are trying to fast track this, so I did not bother to file my own bill, I just used the bill approved already on 3rd reading in the House of Representatives...there may be slight changes when I submit the substitute bill but we need to fast tract the approval of this law.

Among the changes I will proposes are -- punishment for example for those who will take advantage of our veterans.. there is a proposal to increase the penalty.

Concentration on veterans who performed military service from December 8, 1941 to July 3, 1946 is because they are the ones whose benefits are not the same as the retirees who are also considered veterans under the new law defining who constitute the veterans.

We are going to examine the application of 106,965 veterans, some may be applicants under the Obama Law, some may not...the first thing to do is to act with dispatch on their applications by the Military Service Board.
