Transcript of interview of Senate President Juan Ponce Enrile

Q: Are you satisfied with the system?

SP: Well, at least in my case, I'm satisfied that the system that is going to be adapted will work.

Q: Sir, about prepaid?

SP: We will continue with the investigation. We are now drafting the proposed bill to institutionalize not only the decisions of NTC but what we thought should be done to give them the powers to regulate the Telcos.

Q: Pinalawig sir yung expiry.

SP: 'Yun lang sa time of use of the prepaid load pero 'yung mga reasons for the dwindling loads, hindi pa nagagamot 'yun. Pati 'yung charges for the voice calls. Kapag tumawag ka, Php 8 per minute. Ngayon, papalitan 'yon, by pulses na. And then 'yung multiple receipts pati 'yung congestion, we'll have to address that.

Q: Sir, per 3 seconds na lang daw po ang singil nila hindi na per minute.

SP: Maski na per 6 seconds, okay na sa akin 'yon. That will alleviate the problems of cellphone holders.

Q: Pero as it is, marami pang dapat gawin sir.

SP: Marami but we must be fair also to the service providers because we need them.

Q: Sir, wala na kayong nakikitang problema?

SP: Ako, wala na akong nakikitang problema. I was satisfied with the presentation that was done today.

Q: Sir, paano yung sinasabing 60:40 kasi 90% of the work sa Smartmatic, 10% lang sa TIM?

SP: Sa hatian nila sa kikitain, 60:40. 'Yun ang interes nila sa korporasyon. Pero I do not know why ganoon. Hindi ko na pinagkakaabalahan 'yon sapagkat ang importante doon kung ang sistema na gagamitin, mangyayari ang gusto natin --- 'yung automation. Kaya 'yun ang tinutukan ko ngayong araw na 'to.

Q: Sir, ano 'yung legal cover na willing ninyong iextend sa Comelec in case sila 'yung maging partner ng Smartmatic eventually?

SP: Sa alam ko, 'yung Procurement Law wala naman requirement na kailangan 60:40 in favor of Filipino 'yung korporasyon.

Q: So, walang legal impediment sir?

SP: As far as I can see, walang legal impediment na pwedeng mapasama ang Comelec.
