ANGARA RECOMMENDS SUSPENSION OF PRE AUDIT SYSTEM

Senator Edgardo J. Angara today said that a pre audit system needs to be justified and put its implementation on hold.

"This pre audit system hinders speedy implementation and completion of projects due to excessive process," said Angara who chairs the Senate Committee on Finance.

He added, "I recommend that pre audit system to be suspended because it lessens absorptive capacity of Local Government Units (LGU) and National Government Agencies (NG)."

Angara who is supporting the clamor of some government officials to suspend pre audit system suggested to COA that the pre audit system should be reviewed and come up with a justification and hold the application of requirements until after consultation with all national agencies and Congress.

The Senator further urged COA on the other hand to strictly enforce post audit and enter into a Memorandum of Agreement with the Office of the Ombudsman with a provision on a prompt prosecution of cases in accordance with the speedy trial periods stated in existing Laws.

"Find a way on how to make the post audit more credible and effective rather than enduring with the pre audit that hinders speedy implementation and completion of projects," ended Angara.
