Q: Senator, good morning. Live po tayo ngayon sa Bombo Radyo Iloilo.

JPE: Maayong aga sa tanan sa Iloilo.

On Disappearing Load

Q: Salamat, Senator. First and foremost, alam po natin na 'yung campaign ninyo sa disappearing load na alam nating texting capital ang Philippines. Kumusta naman 'yung kampanya ninyo?

JPE: Sinusulong pa 'yan. Tapos na 'yung expiration date ng load. 'Yung nawawalan ng load medyo natigil na. Ang tinatrabaho na lang natin ngayon ay 'yung tungkol sa reduction ng cost of texting at voice call, pending ngayon sa NTC 'yan.

On Failure of Elections

Q: Senator, there are proposals to have a caretaker government just in case na magkaproblema ang eleksyon, there would be a failure of elections. Ano 'yung stand ni Senator Enrile tungkol dito?

JPE: Alam mo, wala yan sa Constitution natin, 'yang caretaker government. Ang nakalagay doon, kapag walang Presidente, ang susunod na hahawak ng kapangyarihan ang Bise Presidente. Kung wala 'yung dalawa, susunod ang Senate President. Kung wala 'yung tatlo, ang Speaker. Ngayon, kung wala 'yung apat, 'yun ang problema. Pero wala tayong batas ngayon na nagde-define o nagsasabi na merong caretaker government. Hindi ko alam kung saan pinulot ni Senator Biazon 'yung kanyang idea na dapat magkaroon ng caretaker government. Sapagkat kailangang nasa Constitution 'yan.

Q: So hindi dapat ito mangyari, Senator?

JPE: Wala naman tayong pangamba. Palagay ko ay hindi mangyayari ang failure of elections.

Q: Ano 'yung masasabi ninyo, marami kasing non-believers and disbelievers ng automated election, sinasabi na magiging palpak ito at magiging daan ito sa problema natin this coming election. Ano pong masasabi niyo?

JPE: Sa aking paningin, walang problema sa darating na eleksyon. Ngayon, kung palagay natin, just in case, walang eleksyon at kung may eleksyon man pero walang enough votes to elect a President and a Vice President, we will know that only after May 10. That's the time. Ako mismo, meron akong in-outline na procedure diyan. Ako mismo, I will ask the Speaker that we both convene the Congress in a public session as a board of canvassers for President and Vice President to announce that there was no election and that there were no persons elected as President and Vice President. At that point, I will now tender my resignation sa aking mga kasama sa Senado to pave the way for the election of a new President among the senators that will retire in 2013. Para sa ganon, merong magiging successor kay PGMA when June 30th will come.

Q: On the other hand, Senator, dito naman po sa mga local concerns dito po sa Iloilo, kamakailan po ay napailalaim sa election watchlist ang city of Iloilo, the first time ever kasi nga parang sunud-sunod na raw 'yung violence dito sa aming lugar.

JPE: Mainit ba ng eleksyon dyan sa Iloilo city?

Q: Yes, sir. Sa tingin n'yo po, sir, ano po 'yung dapat gawin ng Comelec at PNP para maiwasan ang political violence. The latest, of course, itong alleged na pagtapon daw ng granada sa ancestral house ng aming incumbent mayor.

JPE: Alam mo, law and order problem 'yan. Kailangan ang mga pulis must be alert and nasa Comelec 'yan. They can establish checkpoints. They can establish control of firearms in the streets including the power to check suspicious persons whenever there is reason to believe that they are going to violate the law. Pwede 'yan because during election time, the one in control of all the police forces and military would be the Comelec.

Q: On that note, Sen. Juan Ponce Enrile, maraming salamat for joining us this morning dito sa Bombo Radyo Iloilo.

JPE: Maraming salamat sa iyo, Noel, at sana huwag niyong kalimutan si Enrile, President of the Senate na ngayon, numero 15 sa balota ng Comelec. Ibalik sa Senado sa darating na halalan ng sa ganon meron kayong kasangga na magpipigil sa bulok na batas na lalabas sa Senado. Salamat po.
