Q: Are you saying that we trust the...

JPE: It's not a question of trusting. It's a question of studying the evidence, the basis of the decision of the Department of Justice. That's open to the public. They can scrutinize.

On Electricity Rate Hike

Q: Manong Johnny, 'yung sa Meralco po, may El Niño po ngayon and ang effect ay ang pagtaas ng singil ng kuryente...

JPE: There's no way by which you can avoid that because ang mga ginagamit ng tao ngayon, fuel to produce electricity, panay imported --- coal and diesel. We cannot have enough water to run the hydroelectric power system to produce cheap electricity. We have to dilute the cost of diesel and fossil fuel of the power plants.

Q: Sir, so this time around valid po 'yung pagtaas?

JPE: Valid and only temporary lang 'yan. Once the rainy season sets in, the price of electricity will drop.

Q: Should drop?

JPE: Will drop talaga.

On Failure of Elections

Q: Sir, kinukwento mo kanina na in case of a failure of elections, 'yung Constitution prepared doon?

JPE: I'm prepared. I have prepared a paper to guide me to do my duties as Senate President to see to it that the country will not suffer.

Q: You're saying na 'yung mga hanggang 2013 lang ang pwedeng ma-elect except ang mga candidate?

JPE: Yes, because they will be the ones who will remain. So, the only qualified people there are Joker Arroyo, Chiz Escudero, Greg Honasan, Pangilinan and Alan Peter.

Q: Sila lang 'yung pwedeng ma-elect?

SP: Oo, dahil si Trillanes ay nasa kulungan, Ping Lacson is away, Loren is a candidate, Villar is a candidate, Noynoy is a candidate and Angara is, I do not know, not a candidate but favors some candidate.

Q: Sila lang 'yung pwede?

JPE: As far as I'm concerned.

Q: But why the fixation on failure of election?

JPE: I don't know because we will know if there is an elected president and vice president only after May 10, not before, only after.

Q: Doon lang pwede mag-declare?

JPE: If senators are elected, there will be no problem because I will continue until the fourth Sunday of July.

Q: Mag-eelect kayo among the senators?

JPE: No, before June 30, we cannot have it after June 30.

Q: To have the acting President?

JPE: Yes, so that the law of succession will not be compromised.

Q: Kasama na doon 'yung new 12?

JPE: Oo, dahil matatapos ang eleksyon sa May 10. Malalaman natin kung sino ang natalo at nanalo. Ipo-proclaim ng Comelec 'yan.
