STATEMENT OF SENATOR NOYNOY AQUINO
ON THE DEFECTIVE PCOS MACHINES

"Recent events have shown PCOS machines failing to read accurately the choices of voters during test runs in several precincts across the nation, belying COMELEC's previous claims that it is ready.

"Sinabi na namin ito dati at sinasabi namin ulit ngayon: Nakapagtataka kung bakit pilit inaayawan ng COMELEC ang obligasyon nitong pangasiwaan ang halalan upang ito'y maging isang malinis, makabuluhan at kapanipaniwalang proseso.

"The COMELEC denied our proposed parallel manual count for national and selected local positions as it could open the electoral process to fraud and protest that could delay the proclamation of winners. They called it regressive and unnecessary.

"We call on COMELEC to provide the public with a firm guarantee that they will do everything within the bounds of the law to ensure that elections will push through on May 10, 2010. We ask that we be given an honest and comprehensive report on the status of preparations for election day.

"If COMELEC is unable to do this at the soonest possible time, we demand that COMELEC present its continuity plan for a manual count as mandated by law."
