Transcript of interview of Majority Leader Juan Miguel Zubiri

SJMZ: Let's find out. Six iyong nasa building ngayon Senate President, myself, Sen. Biazon, Sen. Estrada, Sen. Honasan, and Sen. Pangilinan.

Cue: Ano uli iyong mga bills na ihahabol niyo?

SJMZ: Most probably the Immigration Act. Siguro ilalabas na lang namin itong Immigration Act, and then we will try. Nandito iyong naglo-lobby for the milk code, iyong Breastfeeding Law. Ang problema diyan kung papasok ng 2ndreading iyan hindi naman natin ma-3rd kasi wala naman tayong quorum. So, I'd rather just stick to the ceremonies today which are the valedictory speeches ng ating mga kasamahan. Iyan ang hinihintay natin, iyong mga graduating natin na mga colleagues. It will be a slow day today, nothing excting. Mas exciting doon sa joint session.

Cue: Wala si Sen. Aquino. He doesn't want to say goodbye?

SJMZ: Baka he wants to say hello. Hello wants to say hello to us this coming week as president elect. Iyong absence niya dito kasi pasok sa loob ng kanyang bakasyon. NAgbabakasyon iyong mama kaya payagan na natin magbakasyon pa si Noynoy dahil ilang araw na lang. Siguro tatlong araw na lang mapo-proclaim na siya as president elect kaya relax na muna siya.

Cue: Sure na ba iyon?

SJMZ: Yeah next week.

Cue: Mark absent?

SJMZ: Mark absent hindi, suspended lang tayo, ikaw naman.

Cue: Alignment?

SJMZ: It's too early to tell.

Cue: Kung walang quorum ...

SJMZ: Hindi naman, we're suspended from last Monday's session. We can perform our function, so as long as nobody asks for quorum or roll call. Iyon nga lang, we cannot go on to nominal voting for 3rd reading, talagang ratification na lang tapos diyan ay ceremonies and then iyong mga speeches of performance.

Cue: Iyong ratification ng bicam ilan ang kailangan niyo doon?

SJMZ: Viva voce lang iyan. No need for a roll call. No need for nominal voting.

Cue: Ok na iyong Libanan?

SJMZ: Sabi naman niya magre-resign naman siya.

Cue: One week extension of Comm. Libanan sa ...

SJMZ: Hindi naman because you have to remember hindi midnight deal ito. Hindi ito midnight legislation dahil ang pipirma dito baka si president-elect Noynoy Aquino pa. Kasi remember that there is no such thing a bill that is passed or ratified and in one month's time it becomes a law. Look at our records matagal iyon. Dalawang buwan dahil nag-e-enroll ka pa. Enrolled copies, pipirmahan ko pa, pipirmahan pa ni SP iyan. Pipirmahan pa ni Speaker Nograles iyan. Tapos by the time it reaches Malacanang baka July na. So, it maybe sign by president-elect that means he can now make the reappointments. He can make reappointments or he can appoint other officers to the BID. Hindi po ito para sa isang tao lamang. We're doing this on the last day so that the president elect will a free-hand to decide kung anong gusto niyang gawin sa BID. He can even veto ito if he wants.

Cue: So hindi papakinabangan ni Commissioner Libanan, ganun ba iyon sir?

SJMZ: Not necessarily. Sabi naman ni Commissioner Libanan hindi naman ito dahil sa kanya. Iyong bill naman na ito para sa reforms ng ating Bureau of Immigrations and Deportation. Nagpapasalamat nga ako sa kanya. Sumasaludo po ako kay Commissioner Libanan na nag-offer na rin po siyang mag-resign para si Noynoy Aquino na po ang pumili kugn sinong gustong ilagay as head ng BID para hindi masabi ng tao na midnight legislation ito.

Cue: Hindi ba under this law mabibigyan ng fix term iyong mga taga-Bureau of Immigration?

SJMZ: Yes. But technically by July 1 puwede na silang palitan ni Noynoy before the law actually takes in effect. Let's do the mathematics guys. Okay ano tayo ngayon? June 4 tayo - we ratified the measure, pagka-ratify ng measure it will be printed. The printing will at least take 10 days, 2 weeks and that will be June 14. By the time na pirmahan ko po iyon, napirmahan ni Senate President Enrile, ni Sepaker Nograles will be by the end of the month. The law has to be signed by the president. I'm sure the president will not probably have not sign it kasi ila-lapse into law na siya, papalabas na kasi si presidente. If it's not sign by the president, it will be Noynoy Aquino who will be signing that kasi after that magkakaroon pa ng 15 days publication either in Manila Times, Manila Standard, Inquirer (mahal diyan. Bullentin mahal din kaya doon nilalagay e. Babaan niyo iyong advertisement niyo ... laughs). Pero ang punto ko it will take a while, it will probably by July 15 latest July 30 bago maging Republic Act iyon. At that time si President-elect Noynoy na po ang presidente puwede na po siyang pumili kung sino ang gusto niyang maupo sa BID. So it is not for Libanan. This is not a Libanan bill, this is for the Bureau of Immigration and Deportation na pinaglalaban po nila.

Cue: Sir may mga magba-validictory speech ba doon sa mga ga-graduate?

SJMZ: Meron. Si SP magbibigay po ng kaunting performance report. Ako din po magbibibgay din po ako ng performance report, siguro sino man maiiwan dito magbibigay muna ng last hurrah tapost adjourn na tayo.

Cue: Iyong FOI daw hindi maaksyunan sa kamara?

SJMZ: Sayang naman. Napaka-sayang naman. Kawawa po iyong mga lumaban at itinulak itong

Freedon of Information Bill. Dito sa amin sa Senado kami po ni Sen. Allan Cayetano ang lumaban para diyan. At napaka sayang naman, tinapos po natin dito February pa natin na-ratify itong Freedom of Information. Let me remind those who are opposing the Freedom of Information Bill, one day you will be member of the minority. It is not all the time that you will be member of the administration. Kung kailangan mo ng dokumento dahil may iniimbestigahan kayo, hindi rin kayo mabibigyan ng kasalukuyang gobyerno, dahil nga wala po tayong batas katulad ng Freedom of information na nagbibigay ng karapatan na tignan itong mga impormasyon at dokumento ng gobyerno. Ito po ay karapatan bigay po nga ting konstitusyon. Sayang kung hindi pumasa ito napakasayang and we go back to zero. We start from scratch. Balik po uli tayo sa committee hearings and i think it will be  a sad day for our democracy and for press freedon.

Cue: Support ng mga Congressmen ...

SJMZ: Iyon nga e, alam mo we cross party lines. Ako kasama ako diyan nag-cross party lines to Support Allan Cayetano's measure dito sa Senate. I wish that in the House of Representatives that they cross party lines kasi one day you will be in the other side of the spectrum baka maging oppositionist din po kayo at kailangan din niyo itong freedom of information para sa mga ginagawang imbestigasyon. Kaya ito po ay para sa taong bayan para malaman po natin anong mga transaksyon whether illegal or legal ng ating gobyerno. For transparency po ito, at para ito sa ating mga kaibigan din sa media para magawa po nila ang kanilang katungkulan. At bantayan ang ating gobyerno at ibat ibang government agencies from corruption and from abuse.

Cue: Sir canvassing

SJMZ: Monday.

Cue: Anong expected natin sa Monday?

SJMZ: Monday babalik po tayo ng 1:00 ng hapon sa joint canvassing committee para talakayin po at bilangin ang COCs ng Mt. Province, Bacolod City, Davao City, Eastern Samar and Lanao Del Sur dahil tapos na po iyong halalan nila kahapon. At may na-transmit na daw pong results sa main server ng Comelec, and our server here in the Senate. More or less mga 1.4, 1.5 million votes pa rin iyan. Makaka-apekto pa rin iyan sa labanan ng bise- presidente kaya hindi po namin tinapos kahapon ang proceedings dahil gusto po natin bilangin lahat dahil napakalapit po ang agwat ni Sen. Mar Roxas at Mayor Jejomar Binay. At tatapusin na rin po natin pati iyong mga motions ng ating mga abogado galing sa ibat-ibang mga kandidato dedesisyunan na rin po ng committee iyan on Monday. Depende kung gaano kabilis ang ating secretariat sa pagsulat ng kanilang committee report. Ang gusto po namin Tuesday magkaroon na po ng proclamation pero pinakamatagal na po ang Wednesday. July 7, gagawin po ang committee report marami po iyan at nakalagay po diyan lahat ng mga objections, mga motions, mga rulings ng ating canvassing committee. Tuesday earliest, latest Wednesday.

Cue: Sir bakit aabot pa ng Wednesday kung sakali?

SJMZ: Hindi kaya ng Monday kasi magpapatawag pa tayo ng joint session. Dahil baka matatagalan iyong preparation ng committee report. We were hoping kasi kung natapos namin kahapon iyong canvassing ng ating mga remaining COCs at in-instruct na po natin iyong committee na gawin iyong committee report over the weekend magagawa nila iyon, pero dahil nga hindi tayo natapos ng Thursday nag-back to Monday tayo baka mahirapan naman sila na overnight tapusin iyong report. Again we will try our best. Best efforts Tuesday proclamation, pinakamatagal na po Wednesday.

Cue: Puwedeng mauna daw iyong proclamation ng president?

SJMZ: Hindi. Sabay na. Iyan ang desisyon po ng committee sabay na.
