On the current trend of mass killing in vehicular accidents

Ang problema dito ay lack of coordination dahil 'yung opisinang humahawak sa Land Transportation ay dinivide ang function. 'Yung grant of permit to operate ay nasa isang opisina, pero 'yung operational aspect naman ay nasa another office. (Land Transportation Office (LTO) ang operations, Land Transportation Franchising Board (LTFRB) ang permit. Wala silang coordination. Sabi ng LTFRB, they gave the franchise. Bahala na ang LTO to police them. Pag may aksidente, paano matatanggalan ng franchise 'yung bus operators ay hindi alam ng LFTRB ang data kung responsible 'yung operator or irresponsible, o kaya 'yung mga tsuper niya ay may experience o wala, o 'yung equipment niya bulok o hindi. Ang LTO ang merong data. Subalit ang LTO doon nagsa-submit ng data o weekly report sa Department of Transportation & Communication (DOTC). Kay nararapat siguro na pagsamahin na ang dalawang 'yan para maiwasan na ang mga vehicular accident, lalo na sa mga high vehicles/buses.

Hindi natatakot ang mga 'yun dahil unang- una, hindi severe ang penalty. Pangalawa, sasabihin nila bahala ang LTO sa kanila. Hindi naman mawawala ang permit nila. Magmumulta lang sila. Pero kung iisang office lang 'yan, pag nagkamali ang mga bus drivers at operators, makikita kaagad kung ilang beses nang hindi tinupad 'yung mga reglamento. Pagkatapos silang mabigyan ng warning, pwede nang makansela ang kanilang permit to operate. Wala na silang business. The biggest control is economic control. Kung tatanggalan mo ng hanapbuhay 'yung tao, siyempre mag-iingat 'yun.

Ang sabi ko 'dun sa Climate Change Commission, matagal na sila, dapat ay alam na nila ang problema. Dapat meron na silang mga proposals para sa amin.
