SENATOR KIKO PANGILINAN ON THE CLAMOR FOR THE REIMPOSITION OF THE DEATH PENALTY

It is swift punishment and the immediate disposition of cases pending before our courts, regardless of the penalties involved, and not the reimposition of the death penalty, that will restore respect for the rule of law in our country.

It has been said time and time again that it is not the severity of punishment, but the certainty of punishment, that will make people think twice before committing criminal acts. When cases drag on for years and remain pending, our system of justice is viewed inutile and unresponsive, and this emboldens would-be criminals.

When a crime has been committed and the punishment is swift and immediate under a system of justice that is efficient and fair, only then will we see an end to lawlessness and criminality.
