ANGARA SEEKS CLOSER EXAMINATION OF LUMP SUM ALLOCATIONS

Senator Edgardo J. Angara called on government to keep an eye on the disbursement of lump sum funds, in light of the recent Senate Finance committee hearing to deliberate on the proposed P1.64-trillion national budget for 2011.

Angara expressed his concern over the continued lump sum allocations which had been the topic of previous finance hearings.

"The tightening of lump sums among government agencies is a good start, but we must not forget the other unmonitored lump sums beyond the scope of congress, like the road-users tax, the Malampaya tax, etc. They run in the billions. There should be a criteria for the disbursement of these funds," he said.

Angara also cited the need to monitor the LGU development fund.

"We must also impose a criteria for extending the 20 percent of LGU development fund. It's around P300-B, so 20 percent of that is 60 billion. Where does that 60 billion of LGU development fund go? LGUs are good if they build up public markets or bus stations which are income generating, but I think we must also bring them under rationalization so we regain the public's trust," he said.
