on the FPIC oil leak

SUMMARY OF SENATE HEARING ON FPIC:

S/Migz: Nalaman natin ngayon araw na ito na mayroon pa palang 1.8 million liters (of petroleum products) at nagulat ako dahil nuong binanggit na ang clean up will take 3-5 years, napakatagal...sana mapabilis nila ang proseso dahil kung 3-5 years marami pong apektado, ang dami pong mawawalan ng tahanan lalo na ang west towers, that means moving in by 2011 ay hindi po mangyayari.

Ang kawawa dito ay ang mga residents ng WTower and i hope maayos na ng FPIC ang problema nila dahil sila po ay displaced, naninirahan sa kamag-anak, sa opisina...The only silver lining in this whole investigation ay limitado lamang ang plume sa lugar na ito at hindi po apektado ang buong Makati, thank God, so iyan po ang medyo malinaw na result sa investigation na ito.

It doesn't look like its going to happen within the next year (West Tower residents can go back to their homes) because the way that the scientist had mention that it will take 3-5 years (clean up) and if you want zero amounts of fuel in the basement that may take at least 3 years so matagal po iyon...mukhang malabo (makauwi sila within the year) sabi ni Dr. Arcilla, of course gusto ng FPIC by July 2011 pero paano iyun eh catch basin nga ang West Tower tapos ang sinasabi nila malilinis nila ang underlying areas with 3-5 years at ang normal flow of water ay sa West Tower so hindi mangyayari iyung (July 2011 moving in) i would say so (achievable ang 3-5 years?) ..mukhang experts naman itong hinire ng FPIC galing US ang sabi nila within 3-5 years.

What is important ay hindi na po ito mangyari pa muli ito po ay napakahalaga kaya tinanong ko po sa kanila: what would be the cost of replacing the pipes or inspecting the pipes within the 117 km radius dahil ang masama rito ay kung mangyari muli ito, buti sana kung sing yaman ng Makati ang matatamaan ng aksidente eh kung mahirap lang na munisipyo na dinadaanan ng pipeline eh di wala silang pera para sa clean up at tulong sa apektadong residente, we have to have a long term solutions...ang aking suggestion dito sa makati dapat palitan na ang pipeline, sabi nila magkakaroon ng bypass so that is something that we have to wait for.

Iyung limited plume ay ang sinasabi nila (FPIC) within 1.5hectare radius lamang ang nakikita nilang langis sa ilalim ng makati dahil dati po akala natin na umabot na buong barangay bangkal ang lumalabas po ay limitado na, contained na, one portion of Bangkal lamang. Wala namang violation ang West Tower at walang sinasabi ang DPWH at lumalabas sa investigation natin...iyung tapal (repair sa oil leak) ay okey na ayon sa ating standards ayon sa FPIC ito ay American standards so iyan din po ang problema natin may kakulangan tayo sa national standards or Philippine standards and i think that will be addressed by this bill (proposed Pipeline Safety and Security Bill)

This will be the last hearing we are going to prepare our Committee report after Shell gives us their delivery report dahil nakakatuwa rito dahil sabi ng Chevron nagbigay ng report na wala raw nawawalang gasoline pero titignan natin dahil within the variants daw eh.. so pag dating ng Shell report we will share this with the media, we will have a presscon. Ngayon kung pati sila Shell ay wala ay may kalokohan ng nangyayari diyan.

ON BUS BOMBING:

Kung explosion ito at ang nangyari ay terrorist action - iyan po ang sinasabi ko parang wala ng natatakot sa ating police at military units. I think the President should call for a peace and order summit and the President should appoint a peace and order czar to fully solve these heinous crimes and acts of terrorism. When you get a peace and order czar let's appoint somebody with experience, with the training, and the education and the background for it so avoid politicians for this role. (anti terror law naman di sila takot?) Wala ng natatakot sa ating mga batas eh ang gusto nila ay parang i temp ang ating pangulo to come out with extra ordinary measures and i am asking the president for extra extra ordinary situations we must have in our arsenal the death penalty for extra ordinary measures katulad ng nangyari sa Bali bombing at nuong nahuli po nila ang perpetrators at ngayon patay na, binitay na po sila meron bang umalma sa Australia at nagalit dahil ang Australia galit na galit sa death penalty, wala dahil may ganoong klaseng extreme measures for extreme criminals.
