On whether there's a way to audit PCSO's donations

'Yan naman ang gusto kong malaman, kung papaano ang ginawa nilang pag-a-audit, to be fair naman doon sa mga recipients. Totoo ngang ipinagbabawal ng Saligang Batas. Pero kung ang primary purpose naman ng donation ay for charity, social work, or health purposes, kailangan ay unawain natin.

On his comments about the government's role to do charity works

'Yun sana. Pero hindi naman naagapan ng gobyerno lahat 'yan. Tumutulong ang simbahan, kaya humingi siguro sila ng tulong sa PCSO. Kung ginamit nila 'yung sasakyan for that purpose, medyo justifiable naman. I would presume good until otherwise proven.

On the need to call the bishops to face the investigation

Kung ako sila, mabuti naman na pumunta sila dito para ma-explain nila. Sila lang ang pwedeng makapagsalita kung anong nangyari.

His comments on PCSO's practice of giving donations

Ok lang 'yun. Marami ang mga nangangailangan ng tulong. Siguro, 'yung recording of the application ng donation will be made more transparent para sa ganoon malalaman ng madla na hindi naman pala primarily para dun sa recipient 'yung donation. We cannot say yet about irregularity or illegality. We will find out. We will unravel the whole truth. Let us not speculate on this thing.

On whether the vehicle given as birthday gift is unconstitutional

No. Ang provision ng Constitution is for the use, benefit and support of a religious organization. So, if the use of the vehicle is for the use of the public or church, and not for the person receiving it, you cannot fault them for that. If the donation is in support of their social activities, or health assistance to the public, ay hindi siguro natin sila mafo-fault d'yan.
