Press Conference: Forum on the budget for State Universities and Colleges

Sen. Koko Pimentel (KP): Tamang tama lang po yung timing na we have to make this call, now that we are in the budget season. We have invited here as our guest, the Congressman of Kabataan Partylist Representative Raymond Palatino, whose cause is also the proper budgeting for the SUCs. We also have Dr. Jesus Rodrigo Torres, President of the Association of States Universities and Colleges for NCR. Let us hear out our guest from the House of Representatives, Congressman Palatino.

Rep. Raymond Palatino (RP): Nandito po ang Kabataan Partylist kasama ang PASUC at ng Anak-bayan, si Mr. Vince Crisostomo at nagpapasalamat tayo kay Sen. Koko for hosting this presscon to express our concern sa pagbawas muli ng budget ng state universities and colleges. Nagayong araw po na ito ang simula ng budget deliberations sa lower house, sa plenary. Tomorrow po paguusapan po ang budget ng state universities and colleges at ang ating demand po ay itaas ang budget ng state universities. Ang hinihingi po ng ating mga state universities ay 45 million. Ang binigay lamang po ay P 21.8 million as this allotment is P 200 million lower compared to last year. Para sa atin, ang makatwirang demand ay at the minimum ibalik po yung kinaltas. Pangalawa, lagyan po ng capital outlay ang ating mga state universities. Tulad po last year, wala pong mga capital outlay ang ating mga state universities. Ito po ay napakahalaga yung upgrading of laboratories, modernization of facilities, patatayo ng mga buildings. Last week sinabi ni Pres. Noynoy na ang kanyang love life ay parang Coke from regular to light to zero. Sa totoo lamang, ang mga state universities ang dapat gumamit ng metaphor na yun. Ang kanilang capital outlay dati regular. Nung panahon ni Pres. GMA ay light. Since 2011 and the proposed budget ni Pres. Noynoy, zero capital outlay. Ano po yung impact ng pagbawas ng budget sa state universities? May impact sa access in terms of higher tuition, then impact din sa quality kasi may impact ito sa operations. Yung survey po kahapon na lumabas sa top 300 universities sa mundo, walang lumabas sa Pilipinas. Nakakalungkot po yung survey na yun pero hindi na po surprising kasi ito na yung direct consequence ng reduced subsidies for reduced higher education. Our appeal is to reverse and rethink this policy. Ang problema sa kalidad ay may kinalaman sa underinvestment sa weak spending of the government for public higher education.

Dr. Jesus Torres (JT): Ang kakulangan ng mga budget ng state universities and colleges ay nararamdaman right inside the very classroom of the state universities and colleges. Kailangan po kami maka-institute ng savings and measure para kami ay makatipid sa mga gastusin. For example, ultimo kuryente namin, we have to shut down our elevators. We have to put off all the lights even during classes sapagkat kung kailangan naming magbigay ng magandang serbisyo sa mga estudyante pambili ng libro, ng mga equipment sa aming mga laboratories, kailangan po ay may pagkunan kami and one of the measures is to economize even on our utilities. Ang mga estudyante po namin ay galing sa mga state universities and colleges. They come from very poor families. Some are even from the E economic level, many are from the D economic level, mga anak po ng tricycle drivers and construction workers. Kaya po kahit maliit ang aming budget, hindi po namin hinahangad ang magtaas ng matrikula sapagkat kung gagawin naming ito, ang mag-sasuffer po ay ang mga estudyante at ang kanilang mga magulang. Pero kung hindi naman kami bibigyan ng pondo na mas maganda at naaayon sa pangangailangan ng mga paaralan, hindi po namin maibibigay sa mga estudyante ang edukasyon na may kalidad at makapagbibigay sa kanila ng magandang kinabukasan.

Vince Crisostomo (VC): Nagpapasalamat po kami na may suporta kami ng ating mga Senador at Kongresista. Ang prioridad po ngayon sa budget deliberations ay yung CCT, debt servicing, may increase sa military, may increase kahit sa corruption funds at intelligence funds pero sa SUCs may bawas. Katiting po ang ibinigay sa education at sa health services. Nananawagan po kami na yung samu't-saring intelligence funds ng iba't ibang ahensya kagaya po ng intelligence funds ni PNoy na nagtaas ng doble mula P 300 million last year to P 600 million this year, I-allot nalang po natin sa tunay na intelligence na makakapaglikha ng tunay na intelligence sa ating mga state universities and colleges. Kami po ay naghahanda at nag-aanunsyo na ng nationally coordinated actions at pambansang strike ng ating state universities from September 19 to 23. Isang week-long strike na pangungunahan ng mga state universities dito sa Kamaynilaan, lalo na po na nabalitaan natin na naipasa na without amendments sa committee level sa Congress yung budget ng 2012. At umaasa po kami na sa aksyon na gagawin namin ay makikinig ang ating mga kongresista at mga senador. Bago po yan ay may mga aksyon na po kaming gagawin at umaapela na po kami sa ating gobyerno na iatras ang kaltas sa mga pondo at bigyan ng sapat na pondo ang edukasyon. I-realign yung mga funds from miscellaneous, ibigay po sa edukasyon at sa state universities.

KP: Well, siguro nagtataka kayo kung bakit nandito ako kasi po ang aking opisina po ay aking i-aalay sa edukasyon. Ako po ay naniniwala na education is the best equalizer. It is one of the keys out of poverty, if it is not the only key to solve our problem of poverty. Let us invest in our students from kindergarten all the way to doctorate degrees and science degrees kung pwede. Let us priotize education because that is investing in our people. Makakaasa po ang mga state universities and colleges na yung opisina po ni Sen. Koko Pimentel ay pwede niyo pong gawin opisina dito po sa Senado. Let me be your mouthpiece as to the problems being faced by our state universities and colleges.

Q: May magagawa pa po ba sa level ng Senado para mabalik yung sinasabi ninyo?

KP: Sa budget process ngayon, naghihearing pa sa House on the SUCs budget tomorrow. Kami late September or early October, so pwede pa. P 200 million ang nawala compared to last year's budget so that should be minimum but of course wag lang tayo pagdating sa SUCs, let us not only aim for the minimum. Kung gumaganda ang ekonomiya ng bansa, dapat yun ay pumupunta sa education, actually hindi sa iba pang bagong naiisip na paggagamitan. Education should be the priority. Anyway, nasa Constitution din po yan. Education should enjoy the highest budgetary priority in our budget law.

Q: Since pinaguusapan dito si budget ng SUCs, magmmove kayo para ibalik yun?

KP: Yes, dito palang sa sub-committee level palang. The aim is there should be a floor amount which is last year's budget, but then makiusap tayo kung pwede bawasan yung mga CCT. Kasi P 18 billion ang dinagdag sa CCT. I'm sure we could get a few hundred millions or even billions for education.

Q: Aside from CCT, ano pa yung nakikita niyo pwedeng bawasan para mabigay sa education?

KP: Well, pag-aaralan yan ng aking staff. May binibigay si Vince na hints like yung intelligence funds etc. Meron tayong nakikitang mga agencies na merong mga unusual increases in their budgets umaabot ng 70% increase in their budget. If they are not education, why are they enjoying such an increase?
