Ilagan Gets Closer To Cityhood

Senator Ferdinand "Bongbong" Marcos Jr., Chairman of the Committee on Local Government, has delivered today, May 16, the sponsorship speech on House Bill 5917, which seeks to convert the town of Ilagan of the province Isabela into a component city.

"This bill is endowed with an overwhelming support from the municipality's agri-fisherfolks, cooperatives, women, youth, elderly folks, and other sectors coming from the 91 barangays of Ilagan," Senator Marcos said.

The requirements for the conversion of a municipality to a component city under Section 450 of the Local Government Code of 1991, as amended by Republic Act 9009, are income, and territory or population, the last two requirements being alternative in nature.

"The 2010 Census of Population and Housing issued by the National Statistics Office reveals that the town has a population of 135,174, which falls a bit short from the required 150,000 inhabitants. However, the town surpassed the minimum requirement for land area and income. Ilagan has a land area of 742.90 square kilometers, which is far above the mandated 100 square kilometers. On the other hand, the average annual regular income of Ilagan for 2010 and 2011 amounts to P105,734,823.25, which is higher than the P100 Million income required under the law. The municipality of Ilagan, having satisfied the income and land area requirements under the law, is qualified for the conversion to cityhood," Senator Marcos added.
