Trillanes lauds PNoy for signing new geology profession law

Senator Antonio "Sonny" F. Trillanes IV has lauded President Benigno S. Aquino III for repealing the 46-year-old geology profession law and making the standards of geology practice in the country excellent and globally competitive.

The Geology Profession Act of 2012 or Republic Act (RA) No. 10166 replaces RA 4209 or the Geology Profession Act of the Philippines to make the geology profession attuned to the present conditions and global standards, while protecting the practice of profession in the country from unqualified foreign nationals.

"The geology profession has grown and has become even more vital in our society as well in our economic activities, particularly in addressing our country's present needs in areas such as energy sources, mineral resources, land development, mitigating natural hazards, geotechnical and geothermal studies for infrastructures, and environmental planning and monitoring," said Trillanes, principal author of the law.

The salient features of RA 10166 are:

  • Redefines and expands the coverage of the practice of geology and delineates the scope of the practice vis-a-vis other allied fields such as mining and metallurgical engineering;

  • Establishes the Professional Regulatory Board of Geology, which shall supervise, control and regulate the practice of geology;

  • Defines the Board's authority in the conduct of education, examination and licensing of geologists;

  • Provides guidelines for issuing certificates of registration and identification card, as well as certificates of specialization to professionals; 

  • Promotes mandatory continuing professional education for geologists in order to ensure that they would be up-to-date on the latest development and innovations in their profession; and

  • Inclusion of a foreign reciprocity clause, which prohibits the practice of foreign geologists in the Philippines unless countries where they come from grant the same or similar privilege to Filipino geologists.

"I thank President Aquino for his swift action of signing this law. It is a milestone towards the development of geology profession in the country." Trillanes added.
