Cayetano expressed alarm over unresolved issues surrounding the 2013 automated elections

Reporter: Why are you not confident in approving the budget of the Comelec?

ASC Maraming naging problema sa Comelec, hindi lamang ang "Hello Garci", pero bago pa man ang "Hello Garci". Noong na-confirm si Chairman Brillantes, tinagurian nga siya ng maraming watchdog na isang "operator". Kaya matagal na akong may hinala na may agenda ang iba, lalo ang mga operators sa ating buong bansa, na ibalik ang sistema sa manual.

I hope I'm wrong but every other month, wina-warn ko ito na may pananabotaheng magaganap na sisirain ang automated system natin. Iyon ang isang binabantayan natin at so far may tatlong indikasyon na possibleng masabotahe ang 2013 elections:

First, the new system of transmission. Tinatanggal ang server ng KBP at ng political parties. Ang gusto nila kukunin iyon from the server of the Comelec. Delikado iyon dahil wala kang pang-kumpara kung gusto mo tignan ang accuracy ng bilangan.

Second is the ballot printing. I expressed alarm over the apparent lack of concern of Comelec on the issue of ballot printing - from the bidding stages down to the printing of the ballots to be used for the national elections in spite of evident deficiencies in the capabilities of the supplier appointed by the National Printing Office (NPO) .

Both Comelec and the NPO awarded the ballot printing to Holy Family Printing despite video evidence of ink bleeding in their printed ballots and the PCOS machines' inability to process the same ballots - an event that occurred 8 out of 10 times during the testing.

Third is the failure or faulty process of bidding. We've been proven right already, by the way. Doon sa warehouse, sinabi natin na it's overpriced, naibaba na nila ang presyo from P11 million a month, nine-negotiate daw na P6 million a month. Ibig sabihin, kung hindi namin na-bring up ito sa hearing, na 'yung P11 million ginawang P6 million, nawalan tayo ng P5 million a month for two years.

Gusto nating tingnan ang lahat ng ginagawa ng Comelec to make sure na fair and honest ang eleksyon sa 2013. But so far, they're not giving us confidence. Para bang okay lang sa kanila na masabotahe ang automation.

Ibang-iba ang automation sa 2010 sa magiging automated election sa 2013. Ang sinasabi ko lang, huwag tayong magugulat kung may electronic "Hello Garci" na mag-appear sa 2013 kung hindi babaguhin ng Comelec ang kasalukuyang direksyon nila.

Reporter: Sinasabi ninyo sa hearing kanina na parang nagpabaya ang Comelec.

ASC: Kitang-kita na nagpabaya sila sa Comelec. 'Yung doon sa balota, pinasa lang sa National Printing Office ang responsibilidad. Inamin niya na noong araw na hindi pa automated, maraming sindikatong nag-ooperate through the NPO with or without the Comelec's help.

Inamin din nila na hindi sila nagpadala ng commissioner o hindi nila binantayan ang bidding at testing process. Palagi nilang sinasabi na binabantayan nila ang issues pero sa totoo lang, hindi naman niya masabi kung ano ang mga issue.

It doesn't give us confidence at nakikita natin na either pumapayag sila na magkandaloko-loko ang automation o wala lang talaga silang pakialam.

Reporter: Pag-uusapan ba ito ng JCOC?

ASC: We're asking the House kung available sila sa November 21 so we'll know within the day or until tomorrow kung available ang House contingent. We're calling a hearing of the JCOC on the 21st, tentatively.

Reporter: Sir, sinasabi na pumapanig kayo sa mga losing bidder na nadisqualify.

ASC: 'Yung sa warehouse, sa Smartmatic pala iyon. I don't care kung sino ang suppliers, I don't care kung sino ang manalo, at wala akong financial or whatever interest. I just want to make sure that we get the best quality and the cheapest price. And more than that, siguraduhing hindi masira 'yung automation.

Paulit-ulit sila na ang information ay galing sa losing bidder. Eh bago umabot sa akin nasa internet at nasa news na. Natural, noong nabasa ko sa news, tinawagan ko 'yung pinanggalingan. Smartmatic iyon. Pero wala akong tinatago doon at hindi ko sinasabing sila dapat ang manalo. Ang gusto kong malaman ay kung totoo ba ang allegations.

So far, walang nagpapakita na hindi totoo, at so far, nakikita na walang pakialam ang Comelec.

Reporter: 'Yung video na ipinakita ninyo ay galing sa Smartmatic?

ASC: It's on Youtube. And they said that they can write letters to everyone, to all media outfits and to all senators. My only difference from the other people is that I'm the acting chair of the JCOC that is why I put focus into this.

Reporter: Sir, pinepersonal niyo daw si Sixto?

ASC: Eh 'di mag-resign siya para iba ang magsabi na pinepersonal ko sila. Walang personalan dito. Na-confirm nga siya, eh. Bagamat abogado siya ng kabila at ilang beses niya kaming dinaya, na-confirm siya sa Commission on Appointments.

Ang sabi niya, ire-reform niya ang Comelec. Pero ano ang nangyari? Nakita ninyo na ang automation sa 2013 ay napakarami nang problema ngayon palang.
