On the presence of US military in the country

Bawal ang base military kung wala tayong tratado o treaty. Ang isyu, iyon ba ay base military at iyon po ang ating susuriin kapag dating ng panahon.

Q: Sir, sabi ng Malacañang no need na raw po ng ratification ng Senate if in case...

SP: If it's a basing agreement, there is a need for ratification. That's why it is factual. Kung ano po ang gagawin, iyan po ay factual issue. Kung basing agreement, kailangan po ng tratado.

Q: Sa sulat, sir, hindi pa malinaw iyon?

SP: Hindi pa malinaw.

Q: Sir, why is there a need to inform both leaders of Congress?

SP: Well, as a matter of better relations, it is good that they inform us.

Q: Sir, sabi ng Malacañang kailangan talaga may congressional briefing between two Houses...

SP: A congressional briefing is good. That would be good that we are informed.

On Oil Spill in Cavite

Q: Sir, iyong Petron umamin sa oil spill sa Cavite...

SP: Siguro naman they should compensate for the damage done. Sa mga mangingisda sa Cavite, dapat po magkaroon ng kompensasyon.

Q: Sir, iyong compensation voluntary o dapat idaan sa batas?

SP: Dapat sa batas iyan.

Q: Sir, wala po bang mga safety net para i-avoid ang recurrence?

SP: Dapat po tingnan ng mga kinaukulan ang maintenance ng mga pipes na ito. If there is negligence, then Petron should be made liable.
