CHIZ BARES 'GOBYERNONG MAY PUSO' AGENDA, VOWS P1-B TO EACH PROVINCE TO IMPROVE HOSPITALS

Independent vice-presidential candidate Sen. Francis "Chiz" Escudero bared the key agenda of "Gobyernong may Puso" should he and his presidential running mate, Sen. Grace Poe, get elected in May, with a promise to allocate P1 billion to each of the 81 provinces across the country to improve their hospital services and provide free medicines.

During the ABS-CBN's "Harapan ng Bise: The Vice Presidential Debate," Escudero said one of the major reforms he and Poe plan to implement is to infuse billions of funds to improve public hospitals and make health services available and accessible even in rural areas.

"Nais naming magtalaga ng isang bilyong [piso] kada probinsya para mayroon tayong sapat at modernong kagamitan panggamot sa sinumang maysakit sa bawat lalawigan at hindi na kailangang magpunta sa Maynila," Escudero said.

The Bicolano solon said they will make sure that indigent Filipinos will have a 100-percent coverage and zero-hospital billing under the Philippine Health Insurance Corp. (PhilHealth).

This should also include overseas Filipino workers (OFWS) wherever they are in the world by improving the portability of the PhilHealth coverage, he said. "Ibig sabihin, pwede po silang magpagamot sagot ng gobyerno saan mang bansa sila matatagpuhan. Mailiit na sukli po namin ito sa inyo (OFWs) sa laki ng pinapadala nyo sa ating bansa."

On education, Escudero said the "Gobyernong may Puso" will also revolutionize the country's higher education with free tuition in state colleges and universities (SUCs) and better financial assistance to students in private tertiary schools.

"Layunin po namin na gawing libre ang [tuition sa] lahat ng state colleges and universities. Gagawin din po na magkaroon ng 'Study Now, Pay Later' sa lahat ng pampribadong paaaralan kung saan ang requirement ay isa lamang. Hindi nyo kailangang maging honor, hindi nyo kailangang maging iskolar or matalino. Kailangan lamang gusto nyong mag-aral at pursigido kayo mag-aral," Escudero said.

Escudero said they will also work toward improving on the ease-of-doing business in the country and eliminating red tape to encourage more investments and create more jobs for Filipinos.

To provide workers with regular employment and security of tenure, he said the "Gobyernong may Puso" will put a stop to the prevalent practice of labor contractualization by repealing a Department of Labor and Employment (DOLE) order.

"Para naman po sa mga natatrabaho nang walang kasiguruhan, bubuwagin po namin ang contractualization at ika nga 'endo' (end of contract) dito sa ating bansa sa pamamagitan ng pag-repeal sa Department Order na nagbigay ng puwang dito mula sa DOLE," Escudero said.

Escudero said job creation will be a priority of the Poe administration since more employment opportunities will also address the problem of criminality and peace and order, which are fueled by poverty and lack of jobs in the country.

"Sa peace and order, layunin po namin tugunan ang ugat ng peace and order--kahirapan. Nais po namin, gaya ng sinabi ko, patayin ang kahirapan, hindi ang mahirap," he pointed out.
