POE URGES LIFESTYLE CHECK ON POLICE SCALAWAGS

Sen. Grace Poe today called on the leadership of the Philippine National Police (PNP) to dig deeper into the apparent conspiracy involving high-ranking police officers accused in the abduction and killing of a Korean executive last year.

For a start, Poe said authorities must conduct a lifestyle check on the accused Senior Police Officer 3 (SPO3) Ricky Sta. Isabel his superior, Supt. Rafael Dumlao of the PNP Anti-Illegal Drugs Group, and other police officers involved in the murder of South Korean businessman Jee Ick-joo who was kidnapped at his house in Angeles City, Pampanga last Oct. 18.

"Ito nga 'yung talagang nakakadagdag ng duda. 'Di ba ilang beses kong tinanong si SPO3 Sta. Isabel, magkano ang sweldo mo? Talagang iniwasan niya yung sagot e. Tapos lumabas P8,000 a month. Ang kanyang assets ay P18 o 20 milyon. Kaya nga makikita mo, ang layo ng agwat doon sa kinikita sa kanyang ari-arian. Ngayon sabi niya ang misis daw niya ang talagang nagdadala ng kabuhayan sa kanilang pamilya. E di pagaralan. Saan ba galing ang kanyang puhunan? Dahil lima yata ang kanyang properties at ang daming sasakyan. Doon pa lamang makikita mo na, malaki ang duda dito," Poe told reporters at the sidelines of the hearing of the Senate committee on public order and dangerous drugs that spearheaded a legislative inquiry into the alleged "tokhang-for ransom" activities by scalawag police officers.

Sta. Isabel, according to PNP records, had a net worth of over P20.3 million in 2014. In 2015, he had P14.4 million in assets, and real and personal properties worth P2.9 million. The police officer also has five house and lots in Bagombong, Caloocan, a four-storey commercial building in Cubao, Quezon City, a 2014 Toyota Hi-Lux, 2012 Toyota Vios, 2014 Honda tricycle, and 2012 Kawasaki tricycle.

During the hearing, Poe fired questions directed to the accused Sta. Isabel, who at first was evasive when asked by the senator about his income in the police service, but later said he was receiving P8,000 monthly, prompting the senator to question the multi-millionaire cop's reported multi-million assets and numerous businesses, which included a lotto outlet and a Western Union remittance business.

"Yung misis ko po talaga ang nagpapatakbo ng business po namin...Yung sweldo ko po sa PNP ay pinangdadagdag ko sa business po namin," replied Sta. Isabel, who led the Pampanga operation last year.

Poe repeated her query thrice that compelled the accused police officer to say that he was receiving P8,000 monthly.

The senator likewise said now that the freedom of information in the Executive is already in place and the President has appointed a civilian head in the PNP Internal Affairs Service (IAS), she will request for the statements of assets, liabilities and net worth (SALN) of the accused cops.

"Sabi ni General Dela Rosa meron daw siyang listahan ng mga rogue policemen. So dun sa rogue policemen list niya siguro doon tayo mag-umpisa, ikumpara nila ang mga SALN nung mga naroroon kasi kung may mga kaso noon pero na-dismiss pero nasa listahan, maaring tingnan at i-cross-check natin," said Poe.
