Bills creating new barangays in Navotas City approved

The Senate approved today on final reading three house bills seeking to create new barangays in Navotas City.

House Bills No. (HBN) 973, 938 and 4402 were authored and sponsored by Senator Sonny Angara, chair of the Senate Committee on Local Government.

According to Angara, HBN 973 would divide Barangay North Bay Boulevard South in Navotas into three barangays to be known as Barangay NBBS Proper, Barangay NBBS Kaunlaran and Barangay NBBS Dagat-Dagatan. The current barangay has a population of more than 67,000.

On the other hand, Angara said, HBN 938 would divide Barangay Tangos into two barangays to be known as Tangos North and Tangos South. It has a current population of 33,000.

Lastly, Angara said, HBN 4402 would divide Barangay Tanza, which has a population of 26,000, into Barangay Tanza 1 and Barangay Tanza 2.

"We are doing this to provide local governments the power and funds they need to efficiently serve their constituents," Angara said in his sponsorship speech.

"When fully empowered, barangays truly become government for and by the Filipino people. That is what makes strengthening them an imperative that we should pursue today," he added.

He cited a Supreme Court decision penned in 2004 that cited the role of the barangay "as a basic political unit, the barangay serves as the primary planning and implementing unit of government policies, projects and activities in the community."

"As conceptualized in the Local Government Code, the barangay is positioned to influence and direct the development of the entire country," the decision added.
