Q: May grounds ba para mag-conduct ang Senate ng investigation?

Senator Risa Hontiveros (SRH): Well may rules, in a way, at customs na usually ang isang sitting President ay immune from legislative inquiry, except sa proseso ng impeachment. Pero meron din naman kahit dito sa rules ng Senate, na yung aspeto o usapin ng governance is not beyond the reach of legislative inquiry o investigation. Kumbaga lahat ng bagay na pwede namin i-legislate yun din mga paksang iyon ay pwede naming i-investigae. In principle, kahit ang isang president, kahit ang kaniyang mga miyembro ng pamilya, kahit mga colleagues niya, ay hindi immune sa ganitong legislative inquiry. Very distressing din naman kasi yung volume ng cash flow allegedly one billion pesos na nandon sa Office of the Ombudsman na mula raw sa AMLC. I actually share the growing sentiment of the the people na pumirma ang President ng waiver para matingnan yung kaniyang bank records. Kung wala naman siyang itatago, hindi naman siguro mahirap gawin iyon. In fact, his continued refusal to sign such a waiver baka magbigay pa ng dahilan sa publiko para isipan na meron ngang ayaw ipakita. It will erode his credibility.

Q: You're saying that the Senate can investigate the supposed bank accounts pero hindi lang pwedeng i-summon if ever?

SRH: Iba pang usapin iyan baka doon konektado doon ang custom of inter-parliamentary courtesy pero yung question of facts, kung meron talagang ganoong kalaking volume ng cash transactions na di umano'y nasa possession of the Office of the Ombudsman na galing di umano sa AMLC, that remains to be settled to the satisfcation of the public. Kami naman dito sa Senado iyon namay ay isang tungkuling na pwede naming gampanan.

Q: Kung kayo open kayo doon sa isang possible committee investigation dito sa Senate doon sa sinasabin supposed bank accounts ng mga Duterte?

SRH: Yes I would be open to that given the different points that I raised earlier notwithstanding the custom of inter-parliamentray courtesy ang usapin naman ng assets ng mga public officials na subject ng legislation ng Kongreso ay pwede rin, ayon sa sarili naming rules ay pwede na subject of inquiry at makatutulong na i-settle itong mga importanteng tanong na ito.

Q: According to Senate President Pimentel hindi raw Senate ang propoer body to conduct an inquiry doon sa resolution ni Senator Trillanes. Do you think mag-prosper iyon?

SRH: Kung ganon ang opinyon ng SP, it would probably have to go to the committee on rules. At doon pwede naman naming i-argue na iba't ibang prinsipyo or kahit iba't-ibang precedence. Siguro maipahayag din namin sa publiko ano yung sense of the senate not jut about how important is this, pero ano yung papel na dapat namin gampanan dito sa senado.
