Opening statement of Sen. Nancy Binay on the Senate inquiry regarding Boracay Island

Maayong hapon sa tanan.

To paraphrase the description of one of the many international magazines, Boracay is as close to a tropical breathing space with gentle coastlines and stress relieving sunsets.

In 2017, the Conde Nast Traveler's Readers' Choice Awards ranked Boracay as the number one island in the world. Incidentally, it was also last year that Boracay hit the two million-visitor mark.

But there is another side regarding the development that is currently happening in the island. A host of problems have started to manifest itself in Boracay.

In their research done from 2010 to 2015, the Japan International Cooperation Agency (JICA) study done by Filipino and Japanese scientists warned of "imminent loss" of the island's natural beauty.

The Coastal Ecosystem Conservation and Adaptive Management (CECAM) study added that the island's coral reef ecosystem has been seriously degraded by tourism-related activities.

Kasabay din po nito ay ang patuloy na warning ng ating DENR tungkol sa coliform levels ng dagat sa isla. Ang itinuturong dahilan ng pagtaas ng lebel nito ay ang pagtatapon ng raw sewage o dumi ng tao at hayop sa dagat.

Nasa crossroad na ang Boracay dahil sa over-commercialization, pollution at overcrowding nito. These are already recipes for ecological genocide, and it's waiting to happen kung hindi natin aagapan.

Nandirito po ngayon ang Senado di po para husgahan kung ano man ang mga problemang kinahaharap ng Boracay, kundi tingnan sa aspeto ng batas, pangangasiwa at pagpapatupad kung saan nagkulang at kung paano bibigyang tugon ang bawat aspeto ng tourism development sa konteksto ng batas at pangangalaga sa kalikasan.

I have filed in the present Congress Senate Resolution number 313, because the threats of inefficient waste management on the environment, especially on tourist destinations in the country still persist.

Hindi lamang po ito sa Boracay nangyayari, pero dahil isa sa pinaka-dinadayo ang isla, ay mas magnified ang problemang ito.

Narito rin po tayo upang alamin ang mga dahilan kung bakit umabot sa puntong ito ang Boracay, at hanapan ng mga solusyon upang ma-maintain ang ganda ng isla --- at harapin ang mga banta sa kagandahan nito.

Is there is a need to strengthen environmental laws in line with the current environmental conditions facing the country?

Is there a problem in the enforcement and implementation of our environmental laws? Or are there policy gaps that we need to plug?

Kasabay ng paghahanap ng solusyon ay ang pag-agap natin sa Boracay upang mapanatili ang angking ganda nito.

Kung umabot po ang sitwasyon sa sukdulan, ang tanong po ay: ano ang mangyayari sa libu-libong taong umaasa sa turismo, sa mismong isla ng Boracay lalo na, sa kanilang ikabubuhay?

Maraming mga suhestyon at rekomendasyon.

At the end of the day, we need to find a working balance between the P50 billion in annual revenues that Boracay brings to our economy, and the irreparable damage to the environment if we let present conditions persist.

The objective is to return the state of the island and shores to an acceptable standard of best use, ensuring that forest lands and watercourses meet the benchmarks set by law.

Boracay is already asking for healing and long-term care.

Hinihikayat ko po ang lahat sa araw na ito na imbes na magturuan, ay magtulungan upang humanap ng solusyon upang isalba hindi lamang ang mga trabaho't negosyong maaapektuhan, hindi lamang ang mga taal na taga-Boracay, ngunit para isalba ang isla, ang kalikasan at ang ating hinaharap.

Bigyan po natin ng sapat na panahon ang paghilom ng Boracay.
