Q- Do you think efficient yong plano na sinasabi sa Bioracay?

CAV- I think they have a meeting now, today and tomorrow or tomorrow and Wednesday. I cover nyo na lang. may meeting sila sa kanilang stakeholders and meron pa silang workshop para sa boracay 17-18. may naka schedule. may mga tao sila roon at sa government para sa plano nila rito sa 26. kasi supposed to be pupunta sila rito, nag asked sila ng postponement because they will be in boracay, april 17-18

q- Pero may masterplan na ba sila?

CAV- At least may dini-disucss sila doon sa stakeholders, bngayon 17 and 18, i-cover nyo na lang, madinig natin kung anong diniscuss nila sa stakeholders.

Q- Dot sec. said she can shorten the closure from 6 to 4 months.

CAV- baka sinsabi na lang niya iyon pero mabigat din yong problem. , I think even if six months di rin matatapos. Tinitingnan ko yong magagawa ng kanilang drainage system, sewage system, circumferential road. Medyo mabigat din iyon. You can imagine, what it will take us to do a sewage system, drainage system, circumferential road, medyo, baka hindi rin matapos 6 months. Baka matapos, magiging beyond 2055 gigibain nila yon. I think may gigibain sila sa forest land. Marami daw yon e. substantial din gagawain. Pero don pa lang sa drainage at sewage system, medyo mabigat bigat.

Q- Matutuloy pa ba NA-postpone na hearing?

CAV- I doubt it kasi 26 na. they will be more busy na lumalapit na 26. Hihingi na lang kami ng report sa kanila- final report pero may nabasa ako SA DYARYO KANINA, SEC. Teo will go to south Africa para sa doon discuss closure of boracay kasi may convention on tourism sa south America. Will give you plan if they it to us.

Q- Do you agree closure 6 months kasi ang position nyo�.

CAV- ang sinasabi ko I don't . I'm not Agreeing but they'll do it and I don't think they will finish everything in 6 months. They will open it na hindi rin tapos

Somehow, yong mga tao they should brace for a longer period ?

CAV- no, hindi naman. Except I don't think yong extent ng gagawin will be finished in 6 months. It's a continuing process kahit nandon sila kasi malaki ang gagawin.

Q- So, ibig sabihin yong prino-project na pagbalik na boracay na bagong look hindi rin

CAV- siguro mas malinis pero ... kasi yong infrastructure di naman natatapos yon lalo na kung budge ti niot there, handing-handa lahat ang budgert. Remember yong sewer, anser yon ng water provider na private, not come from the government bka maeon din isilang investment program na hindi naman magagawa lahat iyon. In 6 months maski nga sa mm ang manila ay hindi naman... ang deadlione ay 2037.

Q- Finish everything?

CAV- I think yon ang palagi kong sinasabi na improving a place and making everything nicer . it's forever kasi marami kang gagawin, definitely, di naman matatapos, it's a continuing process. Ang importante yong basic na mali na ma correct and the attitude of the people. Nagka-attitude na di naman mag follow kaya lumala. Ngayon alam nila, they have to follow.

Q- Sa hearing nyo bukas ano ang (inaudible)?

CAV- no, no, we're not doing it because they have a stakeholders' meeting in boracay, tomorrow and Wednesday. May workshop sila with the people of boracay. Di sila makakarating because they are in boracay and they're doing a workshiop in boracay and consultations again in boaracay, 17 and 18 so we will just kniow what they are doing and we will report.

Q- Yong sa (dairy) hearing, nakita nyo collapse OR DETERIROATION?

Cav- WALA naming nag-improve so anong magde deteriorate? It has never improved. It's one percent of our milk demand

q- Reason baka hindi name-meet?

CAV- kasi nagIging regulatory. Lagi nilang sinasabing mag-iimport sila every year. parang yon ang nagIging kalakaran and then they said, magkano ba yang ini-import mo, they have to charge higher becauswe they have to make profit, because they are a gocc supposed to make income out of their operation . doon mali kaya di na nag-improve. Walang developmental.

q- Anong effect sa consumers?

Lahat imported, 99 percent. And then if imported, makakainom ba yon mahihirap na bata sa probinsiya. E di wala.

q- Gaya ba ito sa problem sa bigas kasi ang mahala mahal, umaasa sa importation?

CAV- di naman tayo umaasa sa importation sa bigas, we produce 95 percent of our demand. Ditto sa diary unmaasa tayo sa importation because we produce one percent of our demand. Iba naman yong 95 percent ang produce kesa one percent produce . Ito talaga, wholly dependent on importation. Ang rice naman, we import five percent. we produce enough except di natin naaasahan every year kasipag bumagbyo affected yong oproduction natin. Dati in previous years, we didn't produce enough because bumagbyo so bumabasba. This year, we produced enough.

Wala lang ano ang buffer stock nfa I always explained to you, ang nfa lang ang walan g stock but we have enough ricde.

q- Yong sa dairy?

CAV- ang sinAsabi ko tulungaN nyo yong mga backyard, dairy farmers. Tulungan nyo.kasi di lang naman bakA ang nagproproduce ng milk. we can produce milk out of. Carabao at goat. sinasabi nila na mahirap daw mag import ng baka, may problema. KAYA sabi carabao and goat because they are produce here na we can get them here. Di naman dairy, kailangan cow. It can be carabao or goat if mas madali yon or combination of the three. Mag import din sila i-develop ang cow, i-develop ang caabao, I develop din ang goat. Kahit anong milk bast amay milk.

Q- Di amenable yong quality and lasa ng milk produced from goat carabao?

CAV- di pa yong phiklippine carabao center, carabao yon. Di ba naiinom nyo yon? Di ba masaap naman? Wala naming difference for philippinmes... di naasikaso.

Q- Dapat alisin sila gocc?

CAV- yes, definitely, aalisin sila gocc kasi . since gocc raw, kailang silang kumita. Ako naman ang tingin ko mandate nila to produce more milk para hindi tayo one percent of demand.

Gusto nila yon kasi baka(COW) raw, parang di kaya ng backyard farmers. Mas mahirap so gusto nila corporate, pero meron din tayong mandate na pakitain yong backyard. SO kung hindi kaya cow, di Mag-carabao and goat. Sabi nila ang carabao and goat for backyards, yong cow is for corporate or big coopps. Alam natin pag tulungan tayo sa backyards, it has to be carabaos and goats.

Q- Need processor after collecting gatas?

CAV- hindi po. ang pinag uusapan ikaw pala di maibebenta ang gatas mo if wala fda approval. It takes daw four year to get an fda approval. Sabi ko kawawa naman ang small farnmers. Kukuha pa pala fda approval so nag-agree kami ang kumuha yong nda (national dairy authority). At phillippine carabao tapos mag toll na lang sila doon sa small farmers para di na kukuha ng fda approval.

Q- Ilang percent ideal produce ng milk?

CAV- sabi nila, 10 percent of our milk demand by 2022. Ung ang aming pagplaplanuhan.
