Q: Saan ang pinaka-focus ng Solar Para sa Bayan?

SEN WIN: Para sa akin, ang focus ay dapat pantay pantay. Kung ano ang ibibigay natin sa Solar Para sa Bayan, dapat ibigay din natin sa iba para equal opportunity at ang consumers ang makikinabang.

SEN WIN: Yes, Senate. And next diyan ay period of interpellation, second and third reading, bicam then ratification so kung mamadaliin ay kakayanin.

Q: May target [date] po ba tayo?

SEN WIN: Wala namang target. Ang sponsor ay si Senator Grace Poe, she's very capable kung papaano gagawin itong pantay para sa lahat.

Q: Yung one billion po ba na in-impose sa Manila Water, enough ba siya, kulang o sobra?

SEN WIN: 1.5 billion, that's what I heard earlier. I think that's reasonable because I'm thinking of the penalty, it should be at least equal to the damages felt by the consumer. In my initial assessment, it is reasonable but I really need to look at the data quite carefully pa. For example, ilang consumers ba ang nawalan ng tubig? Gaano katagal nawalan ng tubig? Anong mga negosyo ang nagre-rely sa tubig na napinsala o nagkaroon ng perwisyo? We need to compute and quantify all of those.

Q: Yung damage po sa airport, yung contractor should be liable po ba?

SEN WIN: Yes, they should be liable. One, if it is 6.1 earthquake, our Building Code calls to withstand 8.0 magnitude earthquake so bakit at 6.1 ang laki ng damage? Again, airport is a vital installation. 1,000 plus flights got cancelled, almost 200,000 passengers got stranded, just imagine yung mga OFWs na uuwi na sa kanilang mga trabaho ay napinsala pa lahat? So the contractor needs to be answerable to this.

Q: Sir, you mentioned about the inspection, di ba dapat ay alam din po nila kung ano ba ang hinahanap nila?

SEN WIN: Yes, I think the PHIVOLCS has a very comprehensive checklist and process on the post-earthquake analysis. Ako ang gusto kong i-focus ay ang mga vital installations gaya ng airports, MRT/LRT, power plants-these are very important kaya dapat tumatakbo ito no matter what happens. Kagaya ng MRT, nung nahinto ang service ang daming na-stranded. Buti na lang walang nakitang problema dahil kung nagkaproblema yan, until now ay may problema tayo sa transportation. The facilities should be reviewed, a magnitude 8.0 earthquake is enough or maybe in the future we can raise it to a higher magnitude so that these facilities can function even with this type of magnitude.

Q: With NPC endorsement, medyo malakas na ang chances ni Senator JV po ano?

SEN WIN: Yes, malakas dahil last night he spent a lot of time with the local officials. Malaking bagay yan para talagang itulak siya ng mga kapartido natin.

Q: Hindi pa alam Sir kung ano ang mga damage?

SEN WIN: Iba-iba eh.

Q: Before election po dapat ay hindi na maging dahilan yun?

SEN WIN: On election day, hindi ko nakikitang magiging problema dahil walang pasok so bababa ang demand. Ang magiging problema is from now to end of May, painit pa lang ng painit, May will be very hot. Kung tumaas ang temperatura, gagamit tayo ng electric fan at aircon so tataas ang demand so yun ang critical period.
