Sen. Leila M. de Lima's Statement on the Current Move to Amend the Human Security Act

While I acknowledge the policy requirements and rationale behind the proposed amendments to the Human Security Act in relation to the country's security needs, I will, of course, scrutinize the final version of the bill as to its consistency with constitutional standards and safeguards, particularly the Bill of Rights.

It cannot be overstated that, for measures like this, the difficult and delicate task of striking a sound balance between the preservation of public order, on one hand, and protection of human rights and civil liberties, on the other, is an imperative. End ought not justify the means.

I hope that by the time this bill and other major bills are taken up at plenary, the Drilon-Lacson Resolution which proposes to allow me to participate in sessions via electronic means would have been formally adopted already.
