Transcript of press briefing with Senate President Vicente C. Sotto III, Senator Joel Villanueva, and other groups on the SOGIE bill

On why there is a prayer rally against the SOGIE bill outside the Senate.

Bishop Pantoja: Senate President, we would like to explain why there are about more than 50,000 rallying outside. Kami po ay minamanifest namin ang aming pagtanggi. Kasama po natin sila sa ipinapanukalang SOGIE bill. Nakita po natin sa Canada ang epekto nito, na nagkagulo ang sosyudad ng Canada, galing na po ako roon. Kami po ay nandito ngayon sa harap ng Senado para ipahayag ang aming pagtanggi sa SOGIE bill. Pinapanalangin po namin kayo.

SP Sotto: Marami pong salamat, at iyon pong number na binabanggit ninyo ay medyo mabigat yun doon sa (unclear) sa Roxas Boulevard po yun, hindi ako makaraan, pero it is a reflection of what I see in society now, because as a matter of fact, when you check out the social media, which is a very common practice nowadays nationwide. It's not the for and against the issue on the SOGIE is not 10 is to 1, no. It's 100 is to 1. Baka nga 1000 is to 1, kasi pag sinabi mong 10 is to 1, pagdating ng 100, may sampu. Wala, walang sampu yung isang daan. So we understand it, and this is a representation of what we see today, outside the Senate, is a representation of what the people feel, and again, we thank you for that. To everyone, we thank you.

We'd like to thank Congressman Brother Eddie, because he was able to open up and expose the issue in the House of Representatives. Senator Joel and I, we have been on our toes in the Senate, in the 17th Congress of this issue already, but then it is a continuing course of action being taken by some people and some sectors. But we can safely say, and we have studied this proposition already, there is no need for it. It is a redundancy. All Filipinos and everyone in the Philippines are equally protected by equal rights and all the rights that are given any individual in the Philippines. There are enough laws that cover the particular issues that they are talking about. We have the Constitution itself; we have the protection of people on the Constitution. We have the revised penal code; we have the labor code; the civil code; the anti-graft and corrupt practices act, and even the code of conduct and ethical standards for public officials and employees, and the anti-sexual harassment act. Meron pa nga tayo lately, yung safe streets law at saka yung violence against women and children. There are so many laws that protect the individual Filipino, not just a particular sector and what will happen is if we can continue to do this and if we allow it, we will be allowing it to the detriment of the greater majority of the Filipinos. Therefore, you can rest assured, as far as the Senate is concerned, Senator Villanueva, Senator Pacquiao, and many other, I assure you, there is a great majority in the Senate that support your cause. Thank you very much sa inyong lahat, maraming, maraming salamat po sa inyong pinapakitang pagsuporta sa amin.

Cong. Villanueva: Gusto ko lang maisingit ito. Unang-una ay nais kong sabihin, sa buong sambayanang Pilipino, sa mga kaibigan nating nag-pu-push ng tinatawag na SOGIE bill, ang coalition pong ito ng iba-ibang sectors sa faith-based communities at saka sa straight communities, wala pong hatred sa aming puso against our countrymen na it so happened naging gay or naging lesbian, we actually love them with the compassionate heart of Jesus because we know the Bible, we know the plan of God, and God loves them all. However, ito pong SOGIE bill na ito, ay marami pong puntos ito. Isa lang po ang ibibigay ko: nuong una ho, binago nila, anti-discrimination yung bill last year yung narailroad po sa Kongreso, sa House of Representatives last year. 0-197, 197 versus zero. Inamin po sa akin ng ilang members doon na hindi nila nabasa at medyo narailroad nga po it appears. Ngayon, ang kanilang dinala sa Senado, anti-discrimination bill. Sino ang Pilipinong magiging against sa anti-discrimination bill? Anti0discrimination against women, against children, against physically handicapped people, against senior citizens, wala pong mag-aagainst niyan. Actually, katulad ng sinabi ni Senate President Sotto, redundant na po yan. Bakit? Marami na nga pong batas diyan. May specific laws for the protection of women, protection of children, protection of physically handicapped people, sangkatutak po ang batas. Ngayon po, ang kanilang strategy, alam ko ito ay template ng mga brilliant gay lawyers ng western countries sa research po namin, nanggaling ito sa dalawang graduate ng Harvard, multi-millionaire ang pinagmulan nito, makikita po natin na sisirain po nito ang buong lipunan ng Pilipinas. This will destroy the family units of the nation, Actually ho, merong repealing clause po yan. Yung repealing clause na yun, in effect, any or all laws, decrees, orders, etc., found to be inconsistent with the provisions of the SOGIE law, will be deemed as repealed and modified. Mabigat po ito, overhauling ng ating buong bansa. Paalalala ko lang po, binago nila ang strategy sa global movement nila. Equality na, for equality. Tingnan po ninyo, ikukumpara ko lang itong aming research. Yung slander or oral defamation, is penalized under Article 358 of the revised penal code as amended by RA 10951, "by arresto mayor, in its maximum period of one month to six months to prison correctional in its minimum period of six months if it is of serious or insulting nature. Otherwise the penalty should be arresto menor, one to 30 days imprisonment, or a fine not exceeding P20,000." Ito po ang ordinary, traditional batas natin ngayon. Dito po sa SOGIE, pag ang isang member ng LGBT community, nafeel nilang offended sila, halimbawa ng word of God, yung sinabi na homosexual offenders cannot enter the kingdom of heaven and they will be thrown into the lake of fire, if you quote the bible, and they accuse you in court, you will be imprisoned for five to twelve years. (Unclear) ang penalty sa SOGIE. The penalty is P250,000 to half a million, or imprisonment of six to twelve years. Where is equality? This is very deceiving. I am not blaming our countrymen here who are supporting this bill, I believe na yung western countries group ang may gawa ng mga strategies na ito. Nalulungkot lang ako na ang mga kababayan natin ay nadedeceive ng ganitong strategies. Ang kultura ng Pilipino ay sapat para maging great nation ang Pilipinas. Ang patriotic spirit ng mga Pilipino ay sapat, ang pagmamahal sa Diyos at bayan ay sapat, bakit kailangan pa nating umimport ng template from western countries just to drastically change the system ng ating bansa? Paalala ko lang po iyon.

Pantoja: Good afternoon po Senate President and Senator Joel Villanueva, ako po si Bishop Noel Pantoja, I represent bishops and pastors all over the Philippines. Kami po ay naniniwala na kailangan ng panalangin dito kaya meron pong prayer rally na nagaganap ngayon sa harapan ng Senado. Ito po ay nanggaling sa iba't-ibang sangay ng mga denomination at sektang mga Kristiyano kasama po ang iba't-ibang grupo na nagmamahal sa pamilya. Kami po ay naniniwala katulad ng sinabi ninyo na meron ng sapat na batas kaya ito po ay redundancy. Subalit kami pong nagtuturo ng salita ng Diyos, ng bibliya, ay naniniwala na itong batas na ito ay tahasang pagyurak sa pamilya na nilikha ng Diyos. Ito po ang unang-unang institusyon na itinalaga ng Diyos sa lupa. Kung ito ay sisirain natin, ito po ay pagyurak doon sa institusyon na nilikha ng Diyos. At ito rin pong SOGIE bill na ito ay nagpapayag upang palitan ang kasarian ng lalaki at babae. Mula pa po at simula't sapul sa creation, yan po ay niliwanag na ng Diyos na ang lalaki at ang babae ay ginawa ng Diyos para sa procreation. So kung ganito na uusad pa ang batas na ito, na magkakaroon sa banda riyan ng same-sex marriage, talaga pong masisira ang pamilya at ang nilikha ng Diyos kaya kami po ay tumututol dito.

Guest: Nagpapasalamat kami sa Panginoon sa inyo pong paninindigan dito sa Senado. Kayo po na Senate President, si Senator Joel at iba pa, dahil pinakilala ninyo, una sa lahat, hindi laman ang probisyon ng batas, ang probisyon ng anti-discrimination na napakarami po, katulad ng nabanggit ninyo. Kami po ay nagpapasalamat na kayo po ay matibay na sandigan sa usaping ito. Pangalawa, ang usaping ito, sa aming pananaw, sa Philippines for Jesus Movement, ang pangunahing issue po dito sa amin talaga ay nakalimot tayo sa tunay na patakaran at prinsipyo ng Panginoong Diyos, na ang ating bayan ay tila baga napalayo na kung ano ang kagustuhan ng Diyos sa ating bayan. Although maraming masasabi na parang church ito, religious terminology ito, pero ito po ang katotohanan. Kami po ay nandito, nananalangin para sa bayan at pati na rin sa ating mga kaibigan na magkaiba ng position nila. Sa labas po, nandoon po ang napakarami na nagmamahal sa Diyos at sa bayan, at patuloy na maninindigan na ang bansang ito ay maging tunay na bansa ng Panginoong Diyos.

SP Sotto: Perhaps some final words from Senator Joel?

Sen. Villanueva: Thank you, Senate President, siyempre aming leader dito sa Senado. Hindi ako pwedeng magdeviate doon sa sinabi ng tatay ko kasi Ephesians 6:1-3, sabi ho doon, honor and obey your parents in the Lord. That is the secret to longevity of life so hindi ako dedeviate doon, but just to give some substance to what has already been said by the bishops here and Senate President Sotto, I think very clear yung Constitution which we all swear to protect and hold in Article 2, Section 12, very clear po yung strengthening and protection of the family. Soon po sa isang bill na nabasa ko dito sa Senado, pakikialaman po ba natin at kukuwestiyunin ba natin yung nanay at tatay doon sa kanyang anak? Pakikialaman po at sasabihin ng gobyerno na mas magaling ang gobyernong mag-alaga ng bata? Mas alam ng gobyerno ang kailangang gawin para alagaan ang isang bata na galing sa sinapupunan ng kanyang anak? So yung family napakaimportante na ipreserve natin yung family. Pangalawa po yung academic freedom, pag pumasok ako sa eskuwelahan, may nakalagay doon, no ID, no entry. Ako ay lumaki sa UST at proud Thomasian naman ako kahit natalo kami nitong nakaraang Sabado, at mamaya alaskado na naman ako sa Senado, pero nung pumasok ako sa UST, nagtake ako ng lahat ng religion classes. Lahat po. Tuwing may mass, I have to be there, kasi patakaran po yun, polisiya po yun. Hindi po nating pwedeng baguhin yun basta-basta na lang at kung ano yung gusto natin, yun ang masusunod. So when you put your ID, pag pumasok ka doon sa premises ng eskuwelahan mo, ina-acknowledge mo yung patakaran nila, ina-acknowledge mo yung academic freedom. Hindi ho dapat ito mawala. Last but not the least, siguro bilang isang anak ng pastor na lumaki sa simbahan, ang nagpa-aral at nagpakain sa akin literal, ay ang simbahan. Hindi ho naman siguro tama and marami sa inyo saksi noong nakaraang Kongreso, when we asked that question, if a pastor, verbatim, quoted the bible inside his church, will it be considered promoting stigma against the LGBT sector and therefore you will be criminally and administratively liable? The answer was yes. Hindi naman po pwede yun, nasaan nga yung equality? Nagpapasalamat po ako sa ating Senate President for leading our institution na importanteng marinig ang both sides. Tayo po naghihintay din tayo doon sa committee report na ipapasa doon sa committee, hanggang doon sa plenaryo, at pwede naman tayong makipag-debate, pwede din po tayong siguruhin na talagang kung gusto nating magpasa ng batas, anti-discrimination law. But at the same time we have to respect yung mga present laws available sa atin, kung ito ba ay napapatupad ng maayos, ito ba ay sapat na? Because as far as we are concerned, sapat na po ito. Muli po, sa bawat isa na narito, sa mga bishops, pastors, leaders and workers, Nagpapasalamat po kami sapagkat alam po namin na nandito kayo not for anything but for God and country. Salamat po, mabuhay po kayo.

SP Sotto: I just want to bring it sa malalaman na usapan dito sa issue ng transgender at saka sa laman ng SOGIE, LGBT, masyado natin, hindi ko alam kung kasama tayo doon pero perhaps there are groups na prinostitute yung word na gender. Yung gender kasi, is a sub-class of sex, male, female. Pati gender, feminine, masculine. Hindi ko maintindihan kung paano nila nabaluktot yun, na gamitin yun, na naging transgender ang paggamit, yung trans-woman, trans-man, ikinalulungkot ko, pero hanap ako ng hanap sa dictionary, walang word na trans-woman. Lahat ng dictionary hinanap ko, wala. Wala ring trans-man. So, saan galing? In other words, nag deviate nang masyado, iba na ang (unclear). Ika nga ay let us not allow such moves.

Cong. Villanueva: Maraming salamat po Senate President, bihira pong itong makaharap natin ang principled media practitioners ng ating bansa, hindi po alam ng marami, sa research po namin, hindi lamang ang transgender ang naging rapist sa Scotland, sa United Kingdom, sa iba't-ibang mga bansa, Canada, pero meron pong isang napaka-horrible case, isang babae na in despair sa kanyang mga lovers, she decided to marry her dog and allowed by law because of SOGIE law. Nagkaroon siya ng sexual intercourse with the dog. Naalala p aba ninyo ang LGBT ay plus plus? Bakit plus plus? On-going ang sabi nila, ang evolutionary development ng multi-genders na walang end. Kaya pag tiningnan po ninyo kasama na eventually ang animals. Napaka shocking po ito para sa isang Christian country na payagan natin ang isang batas na may mga nakatagong hidden horrible provisions. Sa amin po sa lower house, labing tatlo na bills ang bagong pasok. Iba-iba. Yung iba inalis yung licenses for marriages, yung iba hindi. Sa Senado hindi inalis yung, basta all kinds of licenses, pagka nag-apply ang LGBT, hindi binigay, kasama ang marriage license, kulong. Multa pa. Kaya napaka dangerous po, kailangan Basahin carefully at maeducate po natin ang lahat. Ako ay naniniwalang sincere ang maraming sumusuporta rito pero may kasabihan po, sometimes we are sincerely wrong. Kaya mahalaga na pangunahan tayo ng pagmamahal sa Diyos at sa bayan.

Q: When you were saying na maraming senators are supporting your cause, were assuring these groups na hindi na papasa dito sa Senado ang SOGIE?

SP Sotto: Yes na yes.

Q: Have you talked to the other senators already?

SP Sotto: Yes. As a matter of fact, you will be surprised that some of them, I'd rather not name them now but when the proper time comes, you will see.

Q: Ilan?

SP Sotto: A great majority, not only thirteen. I would say at least fifteen and counting.

Q: And their arguments are the same with you?

SP Sotto: Yes, as a matter or fact, meron pang iba pa silang sinasabi. You know, like I have been hearing it from Senator Lacson, from Senator Binay, iba ang thinking nila, Senator Villar, magaganda yung sinasabi nila, hindi pa nga namin naiisip yung sinasabi nila.

Q: Kasama sila sa against?

SP Sotto: Obvious ba?

On the 2020 budget.

Q: Wala daw ceasefire sabi ni Senator Lacson?

SP Sotto: Alam mo mas gusto ng mga kababayan natin na walang ceasefire para lumabas at lumabas ang katotohanan. Mas gusto namin yun, ano ba ang pinaguusapan namin? Ano ba ang pinag-aawayan nila? Kami naman ay hindi nakikipag-away pero ang pinag-aawayan nila, pera ng taongbayan. Kaya mas mabuti na siguro walang ceasefire.

Q: Hindi mauulit yung nangyari last year na nadelay yung budget?

SP Sotto: Well, your guess is as good as mine. Let's see once we receive the budget.

Q: How about the small group? Okay lang ba na magcreate ng small group kahit nakapass na ng third reading yung GAB?

SP Sotto: Hindi ginagawa yun unless it's already the bicam.

Q: But that was the same procedure last time.

SP Sotto: Hindi, pero after bicam, ginawa last year. Ito naman, after they passed it on third reading. Actually, in parliamentary procedures, they can do what they did but they have to repass it on third reading. Yun ang tamang procedure, so hindi bawal na gawin nila yun. Kailangan, ipasa nila ulit.

Q: (Unclear)

SP Sotto: Technically pwede yun pero ang tanong doon, iaapprove ba?

Q: (Unclear) kayo sa bicam?

SP Sotto: Malamang, (unclear) sa bicam yan. Kapag hindi nagustuhan ni Pangulong Duterte ang laman ng mga amendments sa bicam, siguradong (unclear) yun.

Q: Yung tatanggapin ninyo sa House version, dapat yung original approval? Yun ang ineexpect ninyo?

SP Sotto: Kung ano yung inapprove nila on third reading, yun ang parating sa amin.

Q: Yung sa committee report na isisingit nila bago dalhin dito hindi ninyo tatanggapin?

SP Sotto: May amendments silang pinasok, inapprove nila ulit on third reading, syempre tatanggapin namin (unclear).

Q: Kung hindi?

SP Sotto: Kung hindi nila inapprove yun, ang third reading na ipapadala nila sa amin, siguradong kung ano inapprove nila on third reading, hindi yung mga kasamang amendments.

Q: (Unclear)

SP Sotto: Of course.

Q: Hindi ninyo na kukuwestiyunin (unclear)?

SP Sotto: Syempre we will expect regularity. So ineexpect namin na hindi nila ivaviolate yung parliamentary procedure.

Q: Is it suspicious?

SP Sotto: Hindi maaalis sa mga kababayan natin na magisip na merong pagkakaiba ito, medyo may danger yan. Alam mo, itong (unclear) amendment na ito sa bicam ipapasok, ang ikinalulungkot kong sabihin, sigurado, hindi magugustuhan ng Pangulo yan. Mauulit lang yung nangyari last year, (unclear).

Q: Mas magiging conscious doo kayo given na (unclear)?

SP Sotto: Syempre.

Q: (Unclear)

SP Sotto: It is a violation of parliamentary procedure. Inamend mo pagkatapos mo inapprove.

Q: Mocha Uson was appointed to the government as OWWA deputy administrator.

SP Sotto: Okay yun because she has a great following in the OFWs. Baka makatulong.

Q: Party-list nominee siya (unclear).

SP Sotto: Hindi covered ang party-list. Yun ang batas. Hindi siya kandidato, ang kandidato yung party-list. Hindi yung person ang kandidato, nominee lang yan. Hindi sila kasama.

Q: (Unclear)

SP Sotto: Iba naman ang (unclear), directed sa mga OFWs. Forte niya yun.

Q: (Unclear) social media, (unclear) ano ang mas dapat na ideliver niya?

SP Sotto: Hindi ko alam ang trabaho ng deputy administrator.
