Message of Sen. Leila M. de Lima on the International Day Of Persons With Disabilities

I am in full solidarity with our fellow advocates around the world in celebrating the Universal Day of Persons with Disabilities (PWDs), and in upholding their rights and welfare towards a more dignified life and inclusive society.

There will never be an acceptable excuse or reason for PWDs to be neglected, abused or side-lined. As a mother and grandmother of children with autism, advocating for the well-being of PWDs holds a special place in my heart.

Malinaw sa akin: Hindi awa ang kailangan nila, kundi ang malalim na pag-unawa sa kanilang sitwasyon, kapansanan, at mga hamong pinagdadaanan. Kailangan nila ng kaagapay mula sa ating lahat, ang patas nating pagtingin at paggabay para makamit nila ang normal at marangal na pamumuhay.

As we strive to exert efforts to increase the public awareness in every aspect of PWDs' political, social, economic and cultural life, so too do we want to provide them with equal protection under the law, enhance their capabilities and provide better opportunities to improve their plight.

It is with this fundamental principle that I have filed Senate Bill (SB) No. 188 which seeks to transform the National Council on Disability Affairs (NCDA) into a full-fledged institution that will champion the welfare of PWDs and their families. We envision the Commission to be the lead policy-making, planning, monitoring, and coordinating body that will develop, formulate and implement programs for the prevention and rehabilitation of disabilities.

With our shared commitment and unwavering solidarity, let us all break the barriers that restrict our countrymen, especially the marginalized, in making meaningful contributions to society where no one is left behind.
