On consolidation

Sen. Grace Poe: Gusto kong tanungin si Chairman Delgra. Chair, pwede po bang magkaroon ng moratorium sa consolidation at least one year matapos magkaroon ng 100-percent resumption ang ating mga drivers kasi ang daming mga rutang suspendido ngayon dahil nga dito sa pandemya. Baka pwedeng palawigin muna ang deadline ng consolidation. Is that possible, Sir?

Chairman Delgra : Actually po 'yung programang ito started 2017, June to be exact. One of the components there 'yung initial implementation. Initially, they were given three years to consolidate. As we have said, consolidation is key. Umabot ang pandemya, we have extended it actually twice or three times already. Yung consolidation as a deadline is set on March 31 but it doesn't mean also na titigil ang mga hindi nag-consolidate. Meron din kami MC-066, that we have said if we have not consolidated at the end of the period we stated there which is at the latest March 31, you can continue to ply but still given one year to consolidate. Ang ibig sabihin po that tuloy-tuloy din naman po ang program implementation nito including the appeal to consolidate. I would like to point out na itong program na ito ay inclusive. Inclusive especially to those who are affected. Hindi ito yung isa o dalawang component ang ina-address. We have to look at it from all components in so far as what we would see could be most sensitive or affected. Si Ka Obet gusto nang sumagot kay Mr. Yumul kasi nakikita ni Ka Obet yung benefit, the full benefit of the modernization program. It is not to say na may problema kapag papasok ka, may problema but the benefits far outweigh the risks in so far the modernization is concerned. As I have mentioned, to our surprise, akala nga namin babagal o hihinto ang pagpapatakbo ng programa during the time of pandemic, nakakatuwa dahil tuloy-tuloy and obviously we don't credit it to any one group. We cannot credit it to LTFRB, DOTr. We can't even credit it to the co-op. We can't even credit it to LGUs. As I have said, it is a whole-nation approach in so far as modernization program is concerned. But we need to do this together. Hindi pwede na iiwanan natin pero kung saka-sakaling magdedesisyon sila na ayaw ay maiiwanan sila doon sa ginagawa nating modernization program.

Poe: So, Chair Delgra, from my understanding and for the understanding of our participants here today, hindi ibig sabihin na kapag hindi ka nakapag-consolidate ng end of March ay hindi ka na pwedeng mag-ply ng ruta niyo? Pero tumatakbo ang metro, kailangang mag-consolidate na rin at some point, a year after, tama ba 'yun?

Delgra: Tama po. But not necessarily a year after. Within the year para mas mapadali pa ang pagpasok.

Poe: Within the year. So lahat yan ng katanungan ninyo, paki-submit na. At least hindi tayo naghihingalong nakikipaghabulan ngayon sa LTFRB kasi next week magse-session break na kami. Pero at least palagay ang loob ko na ang ating mga mahal na driver ay patuloy pa rin namang pwede sa kanilang mga ruta na pinayagan basta mag-usap-usap sa consolidation...

Obet Martin: Siguro nakita ko ang mga problema ng mga grupo natin sa transport ay ang consolidation. Siguro I will advise these people, operators, leaders makipag-ugnayan sa LTFRB regions, dito sa NCR para malaman nila ang proseso ng consolidation. Regarding sa sinabi ni Danny Yumul na P40,000 ako po ay walang China-made na tumatakbo. Ang lahat po ng modern jeep ko ay puro Isuzu-made, local po 'yan, the body and the engine. I have the records just to prove to Mr. Yumul. I do not know kung itong si Danny Yumul meron nang modern jeep. Ako po 60 units. I have another order of 120 units at nakita ko po ang benepisyo nito kaya nga po ang grupo ko ay sumang-ayon agad. Nakita nila ang kagandahan po. Sa ibang grupo na problema ang consolidation, makipag-ugnayan sa LTFRB para maibigay sa kanila ang tamang proseso.

Poe: Saan kayo nakakuha ng loan?

Martin: Land Bank po.

Poe: LTFRB, give me the step-by-step process on how to apply for cooperatives. Para mabilis kasi meron tayong Anti-Red Tape Act din. We want to know if we are compliant...

On amortization

Poe: I just want to bring up, just for the clarity of discussion. Supposedly kapag ikaw ay nagpa-modernize, ang class 2 vehicle gagastos ka ng P2.4 million. Kapag Class 3, P2.6 million... Ang tanong ko kay Chairman Delgra, tama ba na P40,000 ang monthly amortization dito? That's the first question. Number two, kung kunwari gusto ngang makisanib ang ating mga drivers sa kooperatiba, 'yun bang kooperatiba na na-establish na 'yun, requirement ba nila na dapat naka-modernize ka na? I think these are the questions kasi mabigat talaga ito sa ating mga drivers.

Obet Martin: Madam chair, napakalaki po 'yan. At the moment, ang aking monthly amortization even in Manila, Bulacan and Nueva Ecija, inaabot kami ng P27,000 or P29,000.

Poe: Modernized na po?

Martin: Modernized po yan.

Poe: Next question. Ito kay Mr. Delgra, may mga co-ops na registered pero hindi pa rin consolidated kasi hindi pa naghe-hearing ang LTFRB sa kanila. 'Yun daw ang dahilan bakit nauna pa ang ibang kumpanya... So ilan ba talaga ang naka-pending sa inyo ngayon na naghihintay ng hearing para magkaroon ng prangkisa o ma-accredit?

Delgra: As for the numbers, Madam Chair, at the outset if I may be given time to submit.

Poe: Ayaw naman natin na paratangan kayo na 'o, mga korporasyon lang. Okay naman ang mga korporasyon para may inclusivity, ibig sabihin ang mga dating nandun na 'wag naman sila pa 'yung naagrabyado dito. Okay naman na mag-consolidate tayo pero yung mga dati nang nandyan para bang sila pa ang na-displace.
