Poe asks gov't agencies to double efforts to fully enable digital transactions

Sen. Grace Poe called on heads of government agencies to double their efforts in making their services accessible online, so citizens and organizations can fully transact with them digitally as COVID-19 cases in the country continue to rise.

"Online transactions and services should be faster and could help government save money in the long run. We have been in this situation since March 2020 and there's still a lot of room for improvement. Except for situations that require people to be physically present such as in capturing their biometrics, many other services should be done online," said Poe, chairperson of the Senate committee on banks, financial institutions and currencies.

The Department of Health reported a record-high 18,332 new COVID-19 cases yesterday (Aug. 23). The impact of the latest lockdown or enhanced community quarantine is not yet seen in the numbers.

"This is the pressing time to embark on the new normal, especially for government services. In the long run, the government can even realize savings from overhead expenses such as rent and utilities," Poe said. "This is also a good opportunity for the government to streamline its processes and cut red tape."

Some of the agencies that should work double time on digitalization are the National Bureau of Investigation, the Land Transportation Office, and the Bureau of Internal Revenue, among others, to avoid the long lines of people in these offices to get their clearances and licenses.

"Government agencies, however, should also invest on their systems so that they do not fall prey to hackers and compromise the personal information of their clients," Poe added.

Nanawagan si Sen. Grace Poe sa mga pinuno ng ahensiya ng gobyerno na doblehin ang kanilang pagsisikap na maging accessible online ang kanilang serbisyo para madaling makipagtransaksiyon ang mga mamamayan at organisasyon sa gitna na patuloy pa ring pagtaas ng kaso ng COVID-19 sa bansa.

"Dapat mabilis ang online transaction na makakatulong din para makatipid ang gobyerno. Nasa ganitong sitwasyon na tayo sapul pa noong Marso 2020 at marami pa tayong maaaring magawa para mapagbuti ang serbisyo," sabi ni Poe, chairperson ng Senate committee on banks, financial institutions at currencies.

"Maliban na lang sa mga sitwasyon kung saan kailangang physically present ang tao tulad ng pagkuha ng biometrics, dapat online na ang mga serbisyo," dagdag pa ng senadora.

Noong Lunes, Agosto 23, nakapagtala ang Department of Health ng record-high 18,332 bagong kaso ng COVID-19. Hindi pa dito nakikita ang epekto ng pinakabagong lockdown o enhanced community quarantine.

"This is the pressing time to embark on the new normal, especially for government services. Sa katagalan, makikita ng gobyerno ang matitipid nila mula sa overhead expenses tulad ng renta at utilities," ayon kay Poe.

"Magandang oportunidad rin ito para sa gobyerno na mapabilis ang mga proseso at maibsan ang red tape."

Ilan sa mga ahensiya ng pamahalaan na dapat ring madaliin ang pagkakaroon ng digitalisasyon ay ang National Bureau of Investigation, Land Transportation Office, Bureau of Internal Revenue at iba pa para maiwasan ang mahabang pila ng mga tao sa pagkuha ng clearance at lisensiya.

"Dapat ring mamuhunan ang mga ahensiya ng gobyerno sa pagpoprotekta ng sistema nang hindi mabiktima ng mga hacker o makompromiso ang personal na impormasyon ng kanilang mga kliyente," sabi pa ni Poe.
