Gatchalian commends DOE's promotion of WTE as RE; pushes Waste-To-Energy Act anew

Senator Win Gatchalian expresses support for the Department of Energy's (DOE) move in advancing the promotion and enhancement of the development of Waste-To-Energy (WTE) facilities in the country.

The latest DOE Circular is consistent with Gatchalian's proposed Waste-To-Energy Act (Senate Bill No. 1789) which primarily seeks to establish a regulatory framework for facilities utilizing WTE technologies for proper waste management.

With clear backing from the government, Gatchalian said the adoption of WTE technology is a means to address garbage disposal and as another kind of renewable energy (RE) source in the country which is seen to gain traction and attract investor interest to put up facilities in the country. The perennial garbage crisis has now been aggravated by the accumulation of medical wastes due to the COVID-19 pandemic.

"The development of WTE technology should send a signal to local government units to begin entertaining investors and explore the feasibility of having WTE facilities in their localities," said Gatchalian.

"As we, in Congress, work on the crafting of legislation that will lay down the national regulatory framework for facilities utilizing WTE technologies to ensure strict safeguards for public health and environment and unnecessary power rate increases for consumers, the LGUs are given more confidence to explore possible public-private partnerships and other allowed contractual arrangements with potential WTE investors this early," he added.

The Senate Energy Committee Chairperson pointed out that the construction of WTE plants would not only minimize the alarming volume of residual waste piling up in landfills and illegal dumps across the country but also contribute to energy security through WTE power plants.

The senator explained that the WTE project will be at no cost to the government because it will be the project proponent, and not the LGUs, who will shoulder the expenses in the construction and operation of the facility.

"Hopefully this will help attract more WTE investors which have been deterred by the government's lack of clarity on WTE policies despite the existence of RA 9513 or the Renewable Energy Act of 2008 which recognizes the concept of WTE and its adoption," Gatchalian said.

Itaguyod ang Waste-to-Energy bilang Renewable Energy - Gatchalian

Sinuportahan ni Senador Win Gatchalian ang pagsusulong ng Department of Energy (DOE) sa pagtataguyod ng pasilidad ng Waste-To-Energy (WTE) sa bansa.

Ang naturang hakbang ng DOE na nakasaad sa isang circular ay naaayon sa panukala ng senador na "Waste-To-Energy Act" (Senate Bill No. 1789) na naglalayong magtatag ng regulatory framework para sa mga pasilidad na gumagamit ng WTE technology para sa wastong pamamahala ng basura.

Dahil sa suportang ibinibigay ng pamahalaan, naniniwala si Gatchalian na ang pagpapatibay ng teknolohiyang WTE bilang isang paraan ng maayos na pagtatapon ng mga basura at isang uri ng mapagkukunan ng renewable energy (RE) sa bansa ay maaaring makaakit ng atensyon ng mga namumuhunan sa sektor ng enerhiya. Ang matagal nang problema sa basura ay lalo pang pinalala ng sangkatutak na medical wastes simula nang magkaroon ng pandemya dulot ng COVID-19.

"Ang pagtataguyod ng teknolohiyang WTE ay dapat magsilbing hudyat sa mga local government units na makahikayat ng mga posibleng mamuhunan dito at pag-aralan kung paano sila makakapag patayo ng mga pasilidad ng WTE sa kanilang mga nasasakupan," ani Gatchalian.

"Kami sa Kongreso ay kasalukuyang nagbabalangkas ng mga panukalang batas upang maglatag ng national regulatory framework para sa mga pasilidad na gumagamit ng WTE technology upang masiguro ang kapakanan ng kalusugan ng mamamayan at kapaligiran at maiwasan ang pagtaas ng singil sa kuryente. Ngayon pa lang ay maaari nang magsulong ang mga LGU ng posibleng public-private partnerships at iba pang pinapayagang contractual arrangements sa mga posibleng mamuhunan sa WTE," dagdag pa niya.

Ang pagtatayo ng mga plantang WTE, ayon sa Senate Energy Committee Chairperson, ay hindi lamang makakatugon sa dumaraming iligal na tapunan ng basura dahil na rin sa lumalalang dami ng basura na hindi na kinakayanang itambak sa mga landfill. Ito rin ay maaaring maging sagot bilang isang paraan ng pagsisiguro ng mapagkukunan ng sapat na suplay ng enerhiya.

Siniguro rin ng senador na hindi aakuin ng gobyerno ang gastusin sa pagpapagawa ng mga planta ng WTE dahil ang project proponent at hindi ang mga LGUs ang sasagot sa konstruksyon at operasyon ng mga ganitong pasilidad.

"Umaasa tayo na itong mga ganitong hakbang ay makakaakit ng mga negosyante na dati nang napigilang mamuhunan sa WTE dahil na rin sa kawalan ng klarong polisiya ng gobyerno kahit na matagal nang naisabatas ng RA 9513 o ang Renewable Energy Act of 2008.
