Poe sets bar high, says people deserve better water services in the next 25 years

The Senate approved on third and final reading the franchise renewal of water concessionaires Manila Water Co. Inc. and Maynilad Water Services Inc.

With 23 affirmative votes and no abstention, the two water companies were granted a 25-year franchise where Maynilad Water Services Inc. shall retain its services in the west zone of Metro Manila and the province of Cavite under House Bill (HB) 9422, while Manila Water Co. Inc. shall continue to provide its services in the east zone of Metro Manila and the province of Rizal under HB 9423.

"In the next 25 years, we must challenge our water concessionaires to be able to provide better water services in the new normal with clear long-term goals and short-term targets that would address water scarcity," said Sen. Grace Poe.

Since both water concessionaires were granted concession agreements for water and sewerage services back in 1997, the new agreement includes amendments that set higher expectations for water service providers.

One of the amendments requires the concessionaires to submit a completion plan for the establishment and operation of water, sewerage and sanitation projects covering a period until 2037 that includes five-year completion targets with the end goal of achieving 100-percent combined sewerage and sanitation coverage.

Other amendments introduced in the agreement mandates the concessionaires to institute mechanisms that will facilitate consultation with the stakeholders on their services and create employment opportunities that prioritize the residents of the area where the concessionaire operates.

"Delivering a public service, especially one as essential as water supply, means putting the well-being of the community and its people first. More than providing accessible and affordable clean water, we must collaborate with the people we serve to know how we can deliver better," Poe said.

The Revised Concession Agreement also includes a tariff freeze until December 2022 where the National Capital Region won't experience an increase in water rates until next year.

Poe: Mas dekalidad na serbisyo sa tubig, inaasahan sa 2 water concessionaires

Inaprubahan na ng Senado ang pagpapalawig ng prangkisa ng mga water concessionaire na Manila Water Co. Inc. at Maynilad Water Services Inc.

Sa botong 23 affirmative at walang abstensyon, ipinasa sa ikatlo at pinal na pagbasa ang House Bill (HB) 9422 at HB 9423 para sa pagkakaloob ng 25-taong prangkisa sa dalawang kumpanya.

Magpapatuloy ang Maynilad Water Services Inc. sa kanilang pagbibigay ng serbisyo sa west zone ng Metro Manila at lalawigan ng Cavite sa ilalim ng HB 9422, habang ang Manila Water Co. Inc. ay magtutuloy ng serbisyo sa east zone ng Metro Manila at lalawigan ng Rizal sa ilalim ng HB 9423.

"Sa susunod na 25 taon, dapat hamunin natin ang ating mga water concessionaire na makapagbigay ng mas mahusay na serbisyo sa ilalim ng new normal kasabay ng pangmatagalan at maiksing target para solusyunan ang kakapusan sa tubig," pahayag ni Sen. Grace Poe.

Taong 1997 pa nang unang nabigyan ng concession agreements ang dalawang water concessionaires para sa water at sewerage services kaya't nagsulong ng mga amiyenda sa bagong kasunduan na naglalatag ng mas mataas na standard sa mga water service providers.

Kabilang sa inamiyendahan ang pagsumite ng mga concessionaire ng completion plan para sa pagtatayo at operasyon ng water, sewerage at sanitation projects hanggang 2037, kasama na dito ang limang-taong completion target para makamit ang 100 porsiyentong combined sewerage at sanitation coverage.

Ang iba pang pag-amiyenda sa kasunduan ay ang pagmamandato sa mga concessionaire na magpatupad ng mga mekanismo para sa konsultasyon sa mga stakeholder ukol sa kanilang serbisyo at lumikha ng mga oportunidad para sa pagbibigay ng trabaho kung saan bibigyang prayoridad ang mga residente ng lugar kung saan nag-ooperate ang concessionaire.

"Ang pagbibigay ng serbisyo-publiko, lalo na ang isang mahalagang serbisyo tulad ng suplay ng tubig, ay nangangahulugang uunahin ang kapakanan ng komunidad at mga mamamayan nito. Higit sa pagbibigay ng maasahan, mura at malinis na tubig, kailangan nating makipag-ugnayan sa taumbayan upang malaman kung paano pa mapapabuti ang serbisyo," dagdag ni Poe.

Nakasaad din sa Revised Concession Agreement ang tariff freeze hanggang Disyembre 2022 kung saan hindi magkaroon ng pagtaas sa singil ng tubig sa National Capital Region hanggang sa susunod na taon.
