Oil price hikes double fertilizer cost, Pangilinan bats for ayuda, subsidies to farmers, fisherfolk to lower food prices

AS OIL price hikes increase food production cost, Senator Francis "Kiko" Pangilinan proposes that farmers and fisherfolk receive immediate cash assistance and fuel subsidies to keep food prices down.

"Pag mataas ang food production cost, mataas ang presyo ng pagkain. Kaya ngayong tumataas ang presyo ng langis, kailangang tulungan natin ang ating mga magsasaka at mangingisda sa pamamagitan ng ayuda at fuel subsidies tulad ng sa mga tsuper," said the former food security secretary.

Citing the Samahang Industriya ng Agrikultura (Sinag), he said a bag of urea fertilizer, which cost P850 in October 2020, has more than doubled its price to P1,800 per bag in October 2021.

In its calculations, Sinag said palay production cost increased by P2.5 per kilo due to the urea price increase. What used to be P15.5 per kilo production cost is now at P18 per kilo.

All these while traders are buying palay at only P11.5 per kilo in Rosales, Pangasinan.

"Sila ang nagbungkal, sila ang ang nagtanim, pero gutom. Hindi pwedeng malugi ang mga magsasaka natin dahil gutom ang aabutin nating lahat," Pangilinan said.

In a letter dated October 20, Department of Agriculture (DA) Secretary William Dar requested the Department of Energy to implement a petrol discount scheme for operators of food delivery trucks and vehicles, and small fishermen operating bancas.

The government yesterday already approved fuel subsidies for eligible public transportation vehicles to be distributed via the Pantawid Pasada Program System, allocating P1 billion for fuel subsidy for 178,000 public utility drivers.

Pangilinan expressed support for the fuel subsidies and encouraged the government to implement the same for the agriculture sector.

"We support Secretary Dar and implore Secretary Cusi to also implement fuel subsidies for the agriculture sector. Malinaw na kapag naapektuhan ang agrikultura, maapektuhan din ang presyo ng mga produkto lalo na ng pagkain. Mas marami ang magugutom," he said.

The opposition leader also raised the possibility of implementing cash-for-work programs under the DA to provide additional income for farmers and fisherfolk while awaiting possible cash and fuel subsidies.

Pangilinan is co-author and co-sponsor of the Cash Assistance for Filipino Farmers Act of 2020, which seeks to collect excess tariffs from rice importation that will be converted as cash assistance to farmers and fisherfolk.

Pangilinan, along with Vice President Leni Robredo, earlier called for the immediate suspension of excise tax on fuel in response to the oil price hikes.

Dahil tumataas ang gastusin sa food production bunsod ng mataas na presyo ng langis, iminungkahi ni Senator Francis "Kiko" Pangilinan na dapat makatanggap ng cash assistance at fuel subsidies ang mga magsasaka at mangingisda upang mapanatiling mababa ang presyo ng pagkain.

"Pag mataas ang food production cost, mataas ang presyo ng pagkain. Kaya ngayong tumataas ang presyo ng langis, kailangang tulungan natin ang ating mga magsasaka at mangingisda sa pamamagitan ng ayuda at fuel subsidies tulad ng sa mga tsuper," ayon sa dating food security secretary.

Binanggit niya ang Samahang Industriya ng Agrikultura (Sinag), at sinabi na ang isang bag ng urea fertilizer, na nagkakahalaga ng P850 noong October 2020, ay higit pa sa doble ang presyo na P1,800 kada bag ngayong October 2021.

Sa kalkulasyon nito, sinabi ng Sinag na tumaas ang gastusin sa produksyon nang P2.50 kada kilo dahil sa pagtaas ng presyo ng urea. Ang dating P15.5 kada kilo na production cost, ngayon ay nasa P18 kada kilo na.

Lahat ng ito habang ang mga trader ay bumibili ng palay sa P11.50 kada kilo lamang sa Rosales, Pangasinan.

"Sila ang nagbungkal, sila ang ang nagtanim, pero gutom. Hindi pwedeng malugi ang mga magsasaka natin dahil gutom ang aabutin nating lahat," ani Pangilinan.

Sa isang liham noong October 20, hiniling ni Department of Agriculture Secretary William Dar sa Department of Energy na magpatupad ng petrol discount scheme para sa mga operator ng food delivery truck at mga sasakyan, at mga maliliit na mangingisda na nagpapalaot sa bangka.

Kahapon ay inaprubahan na ng pamahalaan ang subsidiya sa petrolyo sa mga eligible na public transportation vehicle na ipapamahagi sa pamamagitan ng Pantawid Pasada Program System, kung saan maglalaan ng P1 bilyon na fuel subsidiy para sa 178,000 na public utility drivers.

Nagpahayag ng suporta si Pangilinan para sa fuel subsidies at hinikayat ang gobyerno na ipatupad ang ganito ring programa sa sektor ng agrikultura.

"We support Secretary Dar and implore Secretary Cusi to also implement fuel subsidies for the agriculture sector. Malinaw na kapag naapektuhan ang agrikultura, maapektuhan din ang presyo ng mga produkto lalo na ng pagkain. Mas marami ang magugutom," aniya.

Sinabi rin ng lider-oposisyon ang posibilidad ng pagpapatupad ng cash-for-work program sa ilalim ng DA upang makapagbigay ng karagdagang mapagkakakitaan ang mga magsasaka at mangingisda habang hinihintay ang mga posibleng cash at fuel subsidy.

Si Pangilinan ang co-author at co-sponsor ng Cash Assistance for Filipino Farmers Act of 2020 na layong kolektahin ang sobrang taripa na galing sa pag-angkat ng bigas at gagamitin ito bilang cash assistance sa mga magsasaka at mangingisda.

Dati nang ipinanawagan ni Pangilinan, kasama ni Vice President Leni Robredo, ang agarang pagsuspinde sa pagpataw ng excise tax sa langis bilang tugon sa tumataas na presyo ng langis.
