PROTECTING DEMOCRACY: Senate President Premysl Sobotka of the Czech Republic addresses the Philippine Senate where he stressed that democracy works best when it is based on a bicameral parliament just like in our country. The first foreign leader to address the chamber, Sobotka said the greatest value of the Czech Senate is its role in protecting democracy and I believe that both our countries chose the right path in this respect by having two chambers.
