Danilo Lim and his men announcing their withdrawal of support from President Arroyo could be a justification for the issuance of Presidential Proclamation 1017 last February. Biazon said Lims withdrawal of support is not punishable under the military articles of war. The proclamation, together with the fertilizer scam and alleged fraud during the 2004 presidential elections form part of the impeachment complaint filed by various groups against the President.
