INCREASE IN HOUSE MEMBERSHIP: Senate President Juan Ponce Enrile explains that the bill to increase the present House membership from 250 to 350 does not violate the Constitution. The number of party list representatives does not comprise the 20 percent of total House membership as stated in the Constitution. Of the 100 additional seats, not all vacancies will be filled according to Enrile. “It is fallacious and untruthful to say we are going to add 100 more congressmen to the membership of the House”, Enrile further added.
