RULE OF SUCCESSION: Amidst speculation of military takeover in case of failure of elections, Senate President Juan Ponce Enrile expressed in an interview in Naval, Biliran that the rule of succession in the Constitution will operate. Enrile said that Congress will have to convene to canvass the votes within a certain period after election. In case of failure, Congress will still convene to announce that there are no votes to canvass and that a new Senate President will be chosen among the senators whose term will end in 2013.
