BUDGET PRIMER WITH MEDIA: Senate Committee on Finance chair Senator Franklin Drilon, with the assistance of Yolanda Doblon, Director General of the Legislative Budget Research and Monitoring Office give senate reporters a much needed primer on how the national budget is prepared. The Senate is expected to start deliberations on the proposed 2011 national budget as early as next week.
