DRILON WELCOMES AMBASSADOR MARIA LEISSNER TO THE SENATE: Senate President Franklin Drilon welcomes Ambassador Maria Leissner, Secretary General of the Community of Democracies (COD) to the Senate, Wednesday morning. Leissner was elected in April 2012 making her the first Secretary General of the Community of Democracies. COD is a global intergovernmental coalition of democratic countries, with the goal of promoting democratic rules and strengthening democratic norms and institutions around the world.
