GRANTING CIVIL SERVICE ELIGIBILITY: Sen. Antonio Trillanes IV, chair of the Senate Committee on Civil Service and Government Reorganization, conducts a public hearing on Senate Bill Nos. 688 and 2040 which seek to grant civil service eligibility to casual and contractual employees after having served the government for a certain number of years. A similar measure granting civil service eligibility to members of the Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan authored by Trillanes was signed into law (Republic Act 10156) in 2012.
