REQUIREMENTS FOR CITYHOOD CONVERSION: Sen. Gregorio Honasan II (left) tells resource persons during a public hearing Tuesday that it would be “utterly unfair to deny cityhood to a municipality simply because its land area or population is less than what is required by the Local Government Code.” Honasan has filed a bill proposing that a municipality be qualified for cityhood if it has a land area of at least 50 square kilometers instead of the 100 square kilometer requirement; inhabitants of at least 25,000 instead of the present requirement of 150,000 population; and an annual average local income of at least P220 million for two consecutive years instead of the P100 million mark.
