ASIA-EUROPE MEETING (ASEM): Senator Loren Legarda explains that to empower women is to reduce their vulnerability to disasters, during her speech at the Asia-Europe Meeting (ASEM) Manila Conference on Disaster Risk Reduction and Management on June 5, 2014. In the Post-Haiyan Tacloban Declaration, which was the outcome of the three-day conference, ASEM stakeholders agreed to further strengthen the role of women in building resilience by involving them in all phases of DRRM.
