Henares said the BIR does not agree with a provision in the BBL which allowed the Bangsamoro government to collect the income taxes of residents. “What the BIR agreed was the Bangsamoro government collecting revenues from capital gains taxes, donor’s taxes, documentary stamp taxes, and estate taxes,” Henares said.
