BUDGET HEARING: Senator Cynthia Villar, chair of the Senate Committee on Agriculture and Food, reiterates her stand on the government-to-government (G2G) scheme as the only mode of importing rice. During the Finance committee subcommittee "E" hearing in the proposed budget of the Fertilizer and Pesticide Authority, Philippine Coconut Authority and National Food Authority, Villar tells Presidential Adviser on Food Security and Agricultural Modernization Francis Pangilinan and NFA officials that G2G can bring down cases of smuggling in the country. She has filed a bill to make smuggling of agricultural products economic sabotage, a non-bailable offense.
