Support for COW Hearing on Vaccination Program: Senate Minority Leader Franklin M. Drilon stresses the need for the Committee of the Whole (COW) to tackle the national COVID-19 vaccination program during the hybrid plenary session Monday, December 14, 2020. “It is our respectful submission, Mr. President, that this would deserve the hearing of the Committee of the Whole with no less than the Senate President presiding. Without ascribing anything, we believe that this is beyond the purview of the Committee on Health and it is more appropriate for the Committee of the Whole given the very important issue that confronts us in this particular episode of our country,” Drilon said.
