COA is not an enemy: Senate Majority Leader Joel Villanueva says Tuesday, November 15, 2022, that government agencies should not treat the Commission on Audit (COA) as an adversary to their operations and programs. "COA should not be seen as an adversarial agency to the point that government agencies are constrained," Villanueva said in a mix of English and Filipino, during their plenary debates on the state auditor's proposed allocation under the P5.268-trillion proposed 2023 budget. Villanueva, on the other hand, agreed that the COA should clarify and make a uniform interpretation and application of its issuances. Villanueva said with former National Telecommunications Commission commissioner Gamaliel Cordoba now at the helm of COA, he is confident that the constitutional body will deliver its mandate more effectively.
