A long overdue bill: Sen. Raffy Tulfo, during Tuesday’s hearing of the Committee on Justice and Human Rights Tuesday, May 7, 2024, on the proposed Fiscal Autonomy Act of the judiciary bill, said the measure is long overdue. Tulfo said the bill is meant to address and institutionalize the fiscal autonomy of the Judiciary as intended by the Constitution. “The symbol of the judiciary, the Lady Justice or Themis blindfolded, has three marks: the blindfold, the sword and the weighing scale. These symbols represent an ideal judiciary: a judiciary that dispenses justice and weighs the rights of the people without seeing or being influenced by the identity or personality before her. That is the very purpose of the grant of fiscal autonomy to the judiciary in our Constitution. A financially independent judiciary is one that people can trust to decide cases according to the evidence presented and laws in force at that moment,” Tulfo explained.
